CLASS CONCEPT/FUNCTION

This is the third class in the Water Systems/Treatment Plant series. Positions in this class supervise a treatment plant and are responsible for insuring that an adequate supply of potable water is supplied to an institution in accordance with state regulations. Positions establish work schedules, establish maintenance programs and supervise all operational activities. This class is distinguished from the lower level Water Systems/Treatment Plant Operator Senior by its supervisory responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Positions establish operational procedures for the treatment plant in accordance with state laws and regulations and standards established by manufacturers and inspectors; plan and supervise all unscheduled and preventive maintenance; and supervise the removal and installation of equipment. Positions establish work schedules for employees and evaluate their performance at regular intervals; make specific work assignments; and supervise or perform the daily and monthly chemical testing as required to meet sanitation and water purity standards. This class inspects all plant equipment, tanks, water flows and the water level on a periodic basis as required by regulatory agencies; maintains all related documents, bookkeeping records, work orders, service records, invoices, equipment inventories and chemical usage records; and requisitions supplies, equipment and replacement parts.

Supervision Given: Positions supervise Water Systems/Treatment Plant Operator Seniors or inmate work crews.

Supervision Received: General directions are received from a Buildings and Grounds Superintendent or other higher level administrator.

Scope: Work affects the efficient operation of the treatment plant, and the purity of water supplied to an institution.

Impact of Actions: Work impacts the overall cost of plant operations and the safety and health of individuals living and working at the institution.

Personal Contacts: Infrequent internal and external contact with the Department of Health, Water Control Board, Consolidated Lab, vendors and manufacturers to supply information needed to maintain operating standards or to order replacement parts or equipment.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the operation of a water system, wastewater treatment plant testing procedures; of laws, regulations and standards governing operations; of supervisory principles and practices; and of procurement policy.

Skills: Skilled in the use of hand and small mechanical tools.

Abilities: Demonstrated ability to supervise others; supervise and make repairs to a treatment plant; develop operational procedures in accordance with regulations; and to interpret test results and initiate corrective action.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: A Wastewater Treatment Plant Operator's License is required.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Considerable experience as a Water Systems/Treatment Plant Operator which included maintenance and repair work.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

This class was revised as part of the statewide Classification Review/Specification Update Program. It replaces the Water Systems Treatment Plant Supervisor class, effective May 1, 1992.
