CLASS CONCEPT/FUNCTION

This is the first class in the Water Systems/Treatment Plant series. Positions in this class operate and maintain automatic or package-type wastewater treatment equipment at highway rest areas. Duties include the provision of custodial services in restroom, parking and picnic areas. This class is distinguished from the higher level Water Systems/Treatment Plant Operator Senior by the latter's responsibility to operate a plant on a full-time basis.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of routine difficulty. Maintains proper operation and maintenance of plant equipment using hand and small mechanical tools. Performs chemical tests, takes meter readings and records results in the log book. Checks and cleans comminator, pumps, blowers, motor, sludge collection equipment, chlorinators, meters, and time clocks. Considerable time is devoted to cleaning restrooms, keeping sidewalks and parking lots free of debris, emptying trash containers, cleaning picnic areas and maintaining the grounds by cutting the grass and raking leaves. Duties may include assisting travelers with directions and providing work direction to Rest Area Custodians.

Supervision Given: Supervision typically is not a factor; however, positions may provide daily work direction to Rest Area Custodians.

Supervision Received: Receives general supervision from a Transportation Maintenance Superintendent who resolves major systems problems.

Scope: Work affects the sanitary conditions and appearance of a highway rest area.

Impact of Actions: Work impacts the image of the State and the health and safety of travelers.

Personal Contacts: Frequent external contact with the general public when providing routine travel information. Infrequent internal contact with the Water Control Board and State Health Department regarding the operation of the plant and with law enforcement agencies in order to report vandalism and other problems requiring their intervention.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Some knowledge of the mechanical operation of the plant; of water testing requirements and procedures; and of water control regulations that apply to the rest area plant.

Skills: Skilled in the use of hand and small mechanical equipment used to maintain the plant.

Abilities: Demonstrated ability to maintain written logs; to perform chemical tests and record results; and to perform manual labor.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: A Wastewater Treatment Plant Operator's License is required.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Some experience operating and maintaining a Wastewater Treatment Plant or in a closely related mechanical trades area.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

This class was revised as part of the statewide Classification Review/Specification Update Program. It replaces the Wastewater Treatment Plant Operator class, effective May 1, 1992.
