CLASS CONCEPT/FUNCTION

This is the fourth and supervisory level class in the Plumber/Steamfitter series. Positions in this class prioritize, schedule, and supervise the work of Plumber/ Steamfitters, Plumber/Steamfitter Assistants, and Plumber/Steamfitter Lead Workers performing repair, installation, and maintenance on steam distribution lines, institutional plumbing fixtures and related equipment. This class is distinguished from the Plumber/Steamfitter Lead Worker by its responsibility for planning the work and performing the full range of supervisory duties.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty requiring independent action in planning, scheduling, prioritizing, inspecting and supervising the work of plumber/steamfitters or contract personnel. The work typically includes planning, scheduling, and supervising the installation, maintenance and repair of steam, hot water and condensate lines, valves, traps, and expansion joints on steam distribution systems. Supervises and assists in installing, maintaining and repairing sanitary and storm sewer systems, chilled water supply and return systems, domestic water and fire protection systems lines, and hydrants and valves. Maintains records of material and labor expenditures on projects and estimates labor and material requirements from blueprints, plans and sketches. Positions in this class conduct performance evaluations, train staff, recommend hiring, approve leave requests, and resolve routine disciplinary problems.

Supervision Given: Assigns, inspects, schedules, plans and evaluates the work of plumbing/steamfitting personnel.

Supervision Received: Works under the general supervision of higher level Buildings and Grounds positions which outline the results expected and review work upon completion. Consultation with the supervisor is expected only in unusual or complex situations.

Scope: Activities affect the installation, maintenance and repair of plumbing, steam, sewer and water systems at a facility.

Impact of Actions: Positions in this class have moderate impact on the installation, repair and maintenance of plumbing, steam, electrical and mechanical equipment systems. Inadequate directions and supervision, or inaccurate estimates of project cost or time required could increase costs, or diminish services and public safety.

Personal Contacts: Positions may have frequent internal and external contacts with vendors, contractors, the public and other agency personnel to obtain materials and supplies and explain work activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Extensive knowledge of all phases of the installation, repair and maintenance practices, equipment, and materials used in heating and plumbing operations, including steam distribution systems; of the agency's procurement procedures and of applicable building codes and compliance requirements.

Skills: Advanced skill in the use of plumbing tools including hand tools, pipe threading machines, heating and soldering torches, drills, roto-hammers, and sewer rodding machines.

Abilities: Demonstrated ability to supervise, maintain records, plan and schedule the work of others, make cost estimates of labor and materials, and to interpret blueprints, work orders and specifications.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver's license may be required.

Education or Training: Graduation from high school or equivalent and additional vocational training in the trades area.

Level and Type of Experience: Extensive experience in the plumbing/steamfitting trade which included lead or supervisory duties, and planning and cost estimating responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
