CLASS CONCEPT/FUNCTION

This is the third class in the Plumber/Steamfitter series. Positions in this class perform a wide variety of skilled repair, installation and maintenance tasks on steam distribution lines, boilers and diverse institutional plumbing fixtures and related equipment while leading other skilled and semi-skilled workers. This class is distinguished from the Plumber/Steamfitter by its responsibility for leading, assigning and inspecting the work of other Plumber/Steamfitters, and other skilled and semi-skilled workers. This class is distinguished from the Plumber/Steamfitter Supervisor by the latter's responsibility for planning the work and performing the full range of supervisory duties.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty with responsibility for installing, repairing and replacing plumbing, electrical and mechanical equipment systems, while providing technical guidance to other workers or inmates, and acting in a lead capacity. Typical duties include connecting and repairing air, sewage and water fixtures; installing and repairing main valves; repairing leaks; and locating pipes and equipment from blueprints and drawings. This class determines the need for materials and supplies and orders them, inspects plumbing fixtures and systems, and monitors a preventive maintenance program for plumbing operations. May assume supervisor's duties in his or her absence. Positions may also lead others in the diagnosing, connecting and repairing of pneumatic control systems, installing and repairing well equipment and systems, calibrating fuel dispensing pumps, installing and repairing underground fuel storage systems to include assembling fiberglass pipe and fittings, maintaining swimming pool filter systems and the pool's chlorine and PH levels.

Supervision Given: Functions in a lead capacity for a group of Plumber/Steamfitters or inmate crews by making assignments, providing guidance and inspecting completed work.

Supervision Received: Receives general supervision from a Plumber/Steamfitter Supervisor or other supervisory personnel.

Scope: Performs a wide variety of installation, repair and maintenance projects while providing technical guidance and ensuring the work performed by lower lever Plumber/Steamfitters and Plumber/Steamfitter Assistants is completed.

Impact of Actions: Positions in this class have moderate impact on the installation, repair and maintenance of plumbing, electrical and mechanical equipment systems. Inadequate direction and oversight of other workers, or inaccurate estimates of project costs or time requirements could increase costs or diminish services and public safety.

Personal Contacts: Positions in this class may have frequent internal and external contacts with vendors, contractors, the public and other agency personnel to obtain materials and supplies and explain work activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of all aspects of heating and plumbing operations, including steam distribution systems.

Skills: Considerable skill in the use of plumbing tools including hand tools, pipe threading machines, heating and soldering torches, drills, roto-hammers, and sewer rodding machines.

Abilities: Demonstrated ability to read and work from blueprints, to diagnose and repair water and steam lines and boilers to work from ladders and scaffolds in confined areas, to diagnose, troubleshoot and repair water and steam systems, and to lead a group of workers and inmates.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver's license may be required.

Education or Training: Graduation from high school or equivalent and additional vocational training in the plumbing trade or a related trades area.

Level and Type of Experience: Considerable journey level experience in plumbing/ steamfitting repair and maintenance.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
