CLASS CONCEPT/FUNCTION

This is the second and managerial level in the Power Plant General Supervisory and Management series. Positions in this class have total operational responsibility for a complex, steam-generating power plant where the work is carried out by subordinate supervisors and staff. Typical duties include budgeting, energy management, procurement, planning, and safety management. This class is distinguished from the Power Plant Supervisor by the latter's responsibility for functioning as a working supervisor. It is distinguished from the Power Plant Superintendent Senior by that class's responsibility for the management of multiple, free-standing, steam-generating plants and/or plants that supply power to several major agencies, or a single plant which generates electricity on a full-time basis in support of an in-house utility company.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty by having total operational and managerial responsibility for a power plant where work is carried out by subordinate supervisors and staff. Typical duties include planning, scheduling, assigning and evaluating the work of subordinate shift supervisors; managing the daily operations, maintenance and repair to steam-generating coal, oil, and gas-fired boilers and auxiliary power equipment including water treatment systems, steam coils and distribution lines, and turbines through periodic inspections, analyses, and reviews of daily operations logs; supervising and scheduling the preventive maintenance program; managing the plant safety program by training and instructing subordinates on proper safety procedures and coordinating annual inspections; evaluating power plant efficiency and recommending adjustments and repairs in order to minimize deterioration and malfunctions; procuring, issuing, and maintaining an inventory of supplies, tools, and equipment; preparing and administering the power plant operations budget; preparing, reading, and interpreting plans, sketches, and specifications for equipment; and preparing cost estimates for repair or replacement of power plant equipment. Positions in this class provide direction to subordinate supervisors and perform the full range of supervisory duties.

Supervision Given: Provides directions to Power Plant Operations Shift Supervisors and Power Plant Operations Lead Workers.

Supervision Received: Receives directions from a Buildings and Grounds Superintendent, facility director or administrator.

Scope: Ensures the total operational efficiency and safety of a power plant through effective direction of subordinate staff.

Impact of Actions: Actions affect the overall efficiency of plant operations and may ultimately affect the flow of power and steam to an entire facility. Failure to adequately manage daily operations may result in safety hazards, excessive operating costs, and power shortages.

Personal Contacts: Frequent internal and external contacts with facility managers and administrators to discuss operations, with vendors and general suppliers to obtain needed equipment and supplies for operations and repairs with State Fire and Boiler Inspectors to coordinate quarterly and annual inspections.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of high pressure boiler and/or turbine operations, water treatment and auxiliary equipment associated with power plant operations. Working knowledge of power plant maintenance principles and practices including budgeting, procurement and energy and safety management.

Skills: None identified for this class.

Abilities: Demonstrated ability to manage the total operations of a power plant, to plan, supervise, and evaluate the work of subordinate supervisors and staff, to prepare and manage budgets and procurement activities, to analyze and regulate power plant equipment, and to maintain records management systems.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent with extensive training in boiler maintenance and repair.

Level and Type of Experience: Considerable supervisory experience in power plant operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
