CLASS CONCEPT/FUNCTION

This is the first class in the Power Plant General Supervisory and Management series. Positions in this class either have total responsibility for supervising a steam generating power plant with daily hands-on technical involvement in the work or functions as an assistant to a Power Plant Superintendent Senior with full responsibility for the functional area of maintenance or operations. This class is distinguished from the Power Plant Operations Shift Supervisor class which is limited to the supervision of one shift, as opposed to all shifts of personnel assigned to the power plant. This class is distinguished from the Power Plant Superintendent by the latter's total management responsibility for a complex steam-generating power plant where the work is carried out by subordinate supervisors and staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty in supervising a steam-generating power plant at an agency or institution to maintain an uninterrupted supply of proper steam levels for a variety of uses, including the health, safety and comfort of residents, patients, students, and employees. Typical duties include planning, directing, inspecting and reviewing the work of subordinate staff; scheduling preventative maintenance; reviewing and analyzing detailed boiler operation records including fuel consumed, steam produced, make-up feed water consumed, and boiler water chemistry analysis; supervising the installation of high pressure steam lines, high pressure feed water lines, condensate return lines, plumbing fixtures, feed water pumps, and condensate pumps; planning and supervising major repairs to boilers and auxiliary equipment; training power plant personnel; performing the employee relations functions of supervising, evaluating performance, disciplining, hiring, firing, and ensuring compliance with all safety practices and operational and maintenance procedures. Positions in this class also participate in performing the more complex repairs and maintenance, and performing boiler operations when necessary. Requisitions all parts, materials, equipment, tools and fuel sources for power plant operations. As an assistant to a Power Plant Superintendent Senior, positions may administer and coordinate training programs, serve as a project coordinator for contract and in-house projects; and supervise boiler room and turbine operations or power plant maintenance to include work on coal, gas, or oil fired boilers and related equipment, and a power plant steam turbine.

Supervision Given: Positions provide direction to Boiler Operators, Turbine Operators, Power Plant Mechanics, Plumber/Steamfitters, Plumber/Steamfitter Lead Workers, Power Plant Operator Lead Workers, Plumber/Steamfitter Supervisors, and Power Plant Shift Supervisors by inspecting, planning, scheduling and evaluating work which may be routine, semi-complex, or complex in nature.

Supervision Received: Positions receive general direction from either a higher level Buildings and Grounds Superintendent or a Power Plant Superintendent Senior. Consultation with the supervisor is expected in unusual or complex situations. All work decisions regarding routine daily operation and maintenance are made independently.

Scope: Activities seriously affect the safe and efficient operation of power plants and the uninterrupted supply of steam for a variety of agency uses, including turbine operations.

Impact of Actions: Performs work which has a serious impact on the agency's or institution's ability to carry out the safe and efficient operations of the power plant. Ineffective supervision or management could cause major costs in time, money, services or to the health and safety of employees, residents, students and patients.

Personal Contacts: Frequent external contacts with contractors and vendors regarding repair, maintenance and purchase of power plant equipment; boiler and turbine inspections; water treatment program; and fuel usage, supply, or shipment. Frequent internal contacts with various state agencies for coordinating and monitoring safety and air pollution.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the safe operation of a power plant and the repair and maintenance of related control and support systems; and considerable knowledge of the characteristics of steam, water, temperatures, and pressures. May also be required to possess a working knowledge of turbine operations if supervising that area.

Skills: Considerable skill in the operation of mechanical, electrical, pneumatic and hydraulic equipment.

Abilities: Demonstrated ability to plan and direct the total operation and maintenance of a power plant operating continuously, or a major functional area in a complex power plant operation; and to make decisions in normal and emergency situations.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent with additional training in power plant operation, maintenance and repair.

Level and Type of Experience: Progressively responsible experience in the operation and maintenance of a power plant.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
