CLASS CONCEPT/FUNCTION

This is a single class series that serves as inspector for capital outlay projects for an agency or institution. Positions in this class inspect materials, equipment and supplies used in the construction of all projects, and the work performed by contract and subcontract workers. This class is distinguished from Architectural and Engineering classes by the latter's responsibility to research, develop, design and construct diverse real property projects.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the inspection of capital outlay projects. Provides on-site representation for the supervising architect or engineer. Oversees and supervises contracted work activities. Inspects materials, equipment and quality of work to insure conformity with plans, specs and related building codes. Reports serious infractions to the supervising architect or engineer and initiates corrective action. Supervises any changes or modifications approved by the architect or engineer. Positions maintain comprehensive inspection, materials usage and hours expended records, review and approve purchase orders, and write progress reports on a regular basis. Some positions may be required to perform physical tests on materials and analyze their durability, or to use engineering field equipment in the course of an inspection.

Supervision Given: Supervision is not a factor; however, positions regularly provide on-site supervision to a contracted work force.

Supervision Received: Supervision is received from an Architect, Engineer, A&E Director, faculty member, or other agency administrator.

Scope: Positions supervise all phases of the construction of capital outlay and major non-capital outlay construction efforts on an agency-wide, or project specific basis.

Impact of Actions: Work affects the quality, reliability and cost of the construction project, and the overall safety of the work force, agency staff, faculty, employees and students.

Personal Contacts: Frequent internal and external contacts with staff architects and engineers to coordinate projects and with contractors and vendors to supervise work and requisition supplies.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the entire construction process, methods and materials; and of building codes; and working knowledge of agency purchasing procedures.

Skills: Skilled in the use of engineering field equipment.

Abilities: Demonstrated ability to read and interpret blueprints; to supervise and inspect the work of others; to communicate orally and in writing; and to resolve technical problems.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from high school with additional training in a trades area.

Level and Type of Experience: Experience in the general construction industry.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
