CLASS CONCEPT/FUNCTION

This is the fourth and supervisory level class in the Painter series. Positions in this class are responsible for planning, scheduling, and supervising the activities of a work crew of painters and other skilled and semi-skilled workers, and may also perform the work. This class is distinguished from the Lead Painter class by its responsibility for planning the work of painters and other tradesworkers as well as performing the full range of supervisory duties.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring independent action in supervising painting projects and personnel. The work involves planning, scheduling, prioritizing, supervising, inspecting, and participating in the painting of buildings, vehicles, equipment and structures; refinishing furniture; mixing paint; replacing broken glass; and glazing. Maintains records of labor or material costs on work performed, and of paint and painting supply inventories. Supervises other painters engaged in refinishing furniture; patching plaster; and in scraping, sanding and priming surfaces in preparation for painting. Positions in this class conduct performance evaluations; recommend hiring; grant approval of leave; and resolve routine disciplinary problems.

Supervision Given: This class supervises Painters, Painter Assistants, Lead Painters, and other skilled/semi-skilled workers. Assigns, inspects, schedules, plans and evaluates the work of assigned staff.

Supervision Received: Receives general supervision from a higher level trades or Buildings and Grounds position which outlines the results expected and reviews work upon completion. Consults supervisor concerning unusual or complex situations.

Scope: Activities affect the maintenance, repair, and painting of buildings, furniture, and other structures.

Impact of Actions: Performs work which may have considerable impact on the facility in carrying out its painting functions. Effective supervision will facilitate the efficient use of personnel and materials in the maintenance, painting, and repair of buildings, furniture and other structures.

Personal Contacts: Frequent internal contacts with staff to plan and coordinate projects, and frequent external contacts with vendors to order materials and supplies.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of all phases of painting, glazing and furniture refinishing; of fundamental color combinations in order to mix paint; and of supervisory principles.

Skills: Considerable skill in the use of brushes, rollers and spray equipment and other hand tools or equipment related to surface preparation and painting.

Abilities: Demonstrated ability to plan, schedule, and supervise the work of others; to maintain records; to mix paint and refinish furniture; and to make cost estimates of labor and materials.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Some positions may require a valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent and training in painting, glazing and refinishing furniture.

Level and Type of Experience: Progressively responsible experience in the painting field.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
