CLASS CONCEPT/FUNCTION

This is the third class in the Painter series. Positions in this class perform a wide variety of skilled painting and other related trade tasks while leading a crew of painters and other skilled and semi-skilled trades workers or inmate crews. This class is distinguished from the Painter class by its responsibility for leading, assigning and inspecting the work of other painters and other trades workers and by its responsibility for determining appropriate schedules, methods as well as selecting and requisitioning materials and supplies. It is distinguished from the Painter Supervisor by the latter's responsibility for planning work and performing the full range of supervisory duties.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty with responsibility for independently preparing and painting exterior and interior surfaces of buildings, vehicles, machinery, equipment and signs while providing guidance to other workers and acting in a lead capacity. Duties include leading, assigning and inspecting the work of other painters, skilled and semi-skilled trades people or inmates; patching, repairing and/or preparing all surfaces for painting; and performing or supervising work related to erecting safe scaffolding and rigging as well as the safe use of ladders. Repairs, replaces and is responsible for glazing glass. Estimates and requisitions necessary supplies and materials to assure timely work accomplishment; mixes and matches colors to assure new color matches existing color; performs journey level painting as well as more difficult and artistic decorating work such as graining, marblizing and stippling; provides on-the-job training and work direction to inmate workers; and maintains necessary records.

Supervision Given: Supervision typically is not a factor; however positions function in a lead capacity for a small to moderate size group of Painters, Painters Assistants, or other semi or skilled trades persons or inmates by making assignments, providing guidance and instruction, and inspecting completed work.

Supervision Received: Receives general supervision from a Painter Supervisor, building and grounds supervisory position or other higher level supervisory position.

Scope: Work affects the timely completion and quality of assigned painting projects from initial planning, surface preparation, obtaining materials, mixing paint, to the finishing of the project, which in turn affects the department in which the project is located.

Impact of Actions: Effective job performance ensures the timely completion of quality work and the efficient use of resources. Inadequate direction, and guidance to lower level painters or other craftsman, or inaccurate estimates of project costs or time required could negatively affect the use of resources, increase over all project costs, interfere with services and have a negative impact on both public and employee goodwill.

Personal Contacts: Frequent internal and external contact with vendors concerning supplies; with agency staff concerning work orders and scheduling; and with persons residing, working or visiting job sites to coordinate project needs.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of a variety of painting procedures materials; of the surface and absorption qualities of various woods, metals, drywall, cement and other materials; and of principles and techniques of mixing paints to obtain desired colors.

Skills: Considerable skill in the use of brushes, rollers, spray equipment and other hand tools or equipment related to surface preparation and painting.

Abilities: Demonstrated ability to read and understand work orders, blueprints, sketches and specifications; to follow written and oral instructions; to maintain accurate records; to perform manual labor and to work from heights; and to lead the work of painters, other trade related workers or inmates.

 

QUALIFICATION GUIDE*

Licenses of Certification: Some positions may require a valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience preparing for and painting a variety of surfaces using varied painting techniques.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
