CLASS CONCEPT/FUNCTION

This is the second class in the Painter series. Positions in this class perform a wide variety of skilled interior and exterior painting tasks on buildings, equipment, furniture, signs, and other structures and may also perform other trades-related activities. This class is distinguished from the Painter Assistant class by its responsibility for independently determining work methods and procedures necessary to accomplish a specific work assignment and by its performance of skilled painting tasks. This class is distinguished from the Lead Painter class by the latter's responsibility for leading and guiding a crew of painters or other skilled and semi-skilled tradesworkers.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty with responsibility for determining work procedures necessary to accomplish specific work assignments. Duties include preparing interior and exterior surfaces of buildings, vehicles, equipment and signs for finishing by washing walls, sanding, scraping, wirebrushing, blasting, applying putty or spackling, and/or sanding and finishing dry walls; protecting adjoining surfaces; applying specified finishes including primer, intermediate and final coats using brushes, rollers and spray guns; blending paints to achieve specific colors; cleaning and maintaining painting and finishing equipment; applying fiberglass to scientific projects;loading and unloading supplies; setting up equipment such as scaffolds and ladders on job sites; and procuring materials for assigned work. Other trades-related duties assigned to positions in this class may include repairing and replacing broken glass; repairing dry wall; building and painting signs; stenciling; and performing general custodial and light carpentry duties.

Supervision Given: Supervision typically is not a factor; however, positions may provide technical work-site guidance to Painter Assistants.

Supervision Received: Receives general supervision from a Painter Supervisor or other higher level supervisory position. Receives some instruction but is free to develop own work sequences within established procedures and policies. May receive technical instruction from a Lead Painter.

Scope: Work affects the completion and quality of assigned painting projects on a variety of structures and equipment from initial preparation to completion.

 

Impact of Actions: Careless performance of painting duties may result in property damage and the costly need for repainting. Effective job performance results in the efficient use of time and resources.

Personal Contacts: Frequent internal and external contacts with individuals working, residing, or visiting in assigned work area for the purpose of coordinating the movement of equipment, and furniture, and in the performance of painting activities. Infrequent contact with vendors to pick up materials.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of painting practices, equipment and materials; of the surface and absorption qualities of various woods, metals, drywall, cement, and other materials; and of principles and techniques of mixing paints to obtain desired color.

Skills: Working skill in the use of brushes, rollers, and spray equipment and other hand tools; and in the use of equipment related to surface preparation and painting.

Abilities: Demonstrated ability to understand and complete written and oral instructions; to perform manual labor; to read colors and mix formulas to attain new colors; and to work from heights.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Some positions may require a valid Virginia driver's license.

Education and Training: Graduation from high school or equivalent.

Level and Type of Experience: Experience in preparing for and painting a variety of surfaces.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
