CLASS CONCEPT/FUNCTION

This is the third class in the Trades/Utilities series. Positions in this class perform skilled repair and maintenance tasks in one or more specialized trades or utilities areas and general repair and maintenance tasks in other trades/utilities areas, while leading a crew of other skilled and semi-skilled tradesworkers or inmate crews. This class is distinguished from the Trades/Utilities Worker Senior class by its responsibility for leading, assigning and inspecting the work of Trades/Utilities Workers and other skilled and semi-skilled workers, and by its responsibility for determining schedules.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty specializing in at least one skilled trades/utilities area and performing simple repair and maintenance in other areas. Performs the full range of skilled installation, maintenance and repair tasks while providing technical guidance to other workers and acting in a lead capacity. Duties typically include a combination of the following functions: leading, assigning and inspecting the work of other trades and utilities workers; preparing material requisitions to order and purchase materials; maintaining inventory; repairing appliances and equipment; and maintaining preventative maintenance inspection schedules for vehicles and mechanical, electrical and plumbing systems. Leads and performs carpentry, electrical, welding, construction, landscaping, and heating, ventilation, air conditioning, (HVAC) and refrigeration tasks and assignments. May assist with ice and snow removal duties. May assume supervisor's duties in his or her absence.

Supervision Given: Supervision typically is not a factor; however, positions function in a lead capacity for a group or work crew of Trades/Utilities Workers, locksmiths, or other skilled and semi-skilled tradesworkers or inmate crews by making assignments, providing guidance and inspecting completed work.

Supervision Received: Receives general supervision from a higher level trades or utilities position.

Scope: Work affects the installation, maintenance and repair of a wide variety of trades/utilities projects and affects work of others by providing technical guidance and ensuring that the work performed by lower-level Trades/Utility Workers is completed accurately.

Impact of Action: Effective job performance ensures the efficient operation, installation and maintenance of assigned trades/utilities projects which in turn affects those units of the agency which rely on these services. Inadequate directions and supervision of other tradesworkers, or inaccurate estimates of project costs or time required could affect cost, services, timeliness or public safety.

Personal Contacts: Positions may have frequent internal and external contact with vendors, contractors, the public and other agency personnel to obtain materials and supplies and explain work activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the installation, repair and maintenance practices, equipment, and materials used in one or more skilled trades including carpentry, masonry, plumbing, electrical repair, painting, HVAC/refrigeration repair, and groundskeeping; and some knowledge in other trades areas.

Skills: Considerable skill in the use of hand and power tools and other equipment needed to complete work assignments.

Abilities: Demonstrated ability to perform a wide variety of skilled repair and maintenance tasks in the trades and utilities areas; to perform heavy manual labor; to work from heights; to assign, inspect and lead the work of others; to understand and follow oral and written instructions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia driver's license may be required by some positions in this class.

Education or Training: Graduation from high school or equivalent and training in a related trade.

Level and Type of Experience: Considerable experience in the assigned trades and utilities areas.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the statewide Classification Review/Specification Update Program. It replaces the Utility Service Foreman class, effective May 1, 1992.
