CLASS CONCEPT/FUNCTION

This is a manager level class in the Industry Manager series. Positions in this class implement and supervise one of two manufacturing industry programs of the Virginia Industries for the Blind of the Department for the Visually Handicapped. Responsibilities of this class include product planning, staffing, purchasing, production, operations evaluation, and quality control. The Industry for the Blind Manager is the highest level of management in each workshop and reports directly to the deputy commissioner of enterprises. This class is distinguished from the Workshop for the Blind Assistant Superintendent class by the assignment of overall responsibility for workshop operations and by the high degree of independence required.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring knowledge of all phases of manufacturing and Federal and State laws regulating manufacturing and sheltered workshops. Positions direct production, purchasing, scheduling, inventory control of numerous product lines, as well as maintain financial control and ensure adequate staff and safe working conditions. Positions are responsible for contract negotiations for expanded product markets, interpreting specifications, and determining the most effective production methods.

Supervision Given: Positions supervise numerous classified product supervisors and support staff as well as a large number of sighted and visually impaired wage earners who perform the production laborer functions.

Supervision Received: Positions work under the general direction of the deputy commissioner of enterprises. Guidance is received on long range planning, development of budgets, agency commitments to price and product development or the discontinuing of existing products. Positions are expected to function independently with no on-site technical supervision. Consultation with the supervisor is expected only in unusual situations.

Scope: Efforts affect the profitability of the programs (97% self-supporting) and in turn those employed. Efforts affect the Federal, private, and municipal clients with whom the workshop is under contract for production and delivery of products.

Impact of Actions: Work has a significant impact on customer goodwill and the creditability of the agency to meet its contractual obligations. Ineffective actions may result in a reduction of contracts and sales which will have a major impact on one of the missions of the Virginia Department for the Visually Handicapped to provide vocational training and job opportunities to the visually impaired.

Personal Contacts: Positions have frequent external and internal contacts with customers and prospective customers regarding products, prices and scheduling; with vendors regarding prices and availability of suppliers for manufacturing; and with agency personnel to relate goals and objectives.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of production methods, business practices, marketing, and product development; of inventory and accounting systems; and of supervisory principles and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to manage and direct a highly diversified industry; to communicate effectively both orally and in writing; to determine production costs; to develop and administer inventory costs and control systems; and to supervise effectively.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in general business, management, or a related field.

Level and Type of Experience: Considerable experience in manufacturing, subcontract production, business operations, and marketing. Experience in management of all levels of production from ordering raw materials to shipping of final product.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

The class title "Industry for the Blind Manager" was changed effective April 1992. This class, which was established in July 1988, was developed by the Department for the Visually Handicapped and validated and edited as part of the Classification Review/Specification Update Program. It replaces the workshop for the Blind Superintendent B (61315, established January 1, 1978) and Workshop for the Blind Superintendent A (61314, established August 1, 1952) classes.
