CLASS CONCEPT/FUNCTION

This is the second supervisory level class in the Industry Management series. Positions in this class supervise administrative and fiscal production operations and assist in the vocational rehabilitation training programs within human services programs such as the Virginia Industries for the Blind of the Department for the Visually Handicapped or the Pre-Vocational services area of the Department of Mental Health, Mental Retardation and Substance Abuse Services. Responsibilities of this class may include the direct supervision of fiscal operations, purchasing, production, quality control, employment, and/or training. This class is distinguished from the Industrial/Administrative Manager by its responsibility for directing specific operational segments of an industry while the Manager has overall responsibility for the industry's operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty requiring knowledge of all phases of production within a commercial-type manufacturing activity and of the laws regulating sheltered or vocational workshops. Positions in this class typically assist the Industries for the Blind Manager or Training Center Chief of Habilitation Services in production, purchasing, scheduling, inventory and financial control, operations profitability, and ensuring adequate staffing and safe work conditions. Performs new product development activities and supervises quality control in the production of client orders. May supervise accounts payable and receivable processing. Monitors accounts to ensure positive cash flow, invoices, receiving reports and purchase orders. Assists the manager in financial planning and budget preparation. Establishes product pricing and prepares cost analysis of products. Evaluates workshop employees to determine the progress towards each individual's rehabilitation program goals. Reviews annual performance evaluations of production or vocational employees.

Supervision Given: Positions supervise production or therapy supervisors and support staff to include numerous sighted and/or visually or mentally handicapped production workers.

Supervision Received: Positions in this class receive general direction from the Industries for the Blind Manager or the Training Center Assistant Program Manager. Guidance is received on production schedules, fiscal administration, product development, and Industries worker training, employment and evaluations.

Scope: Efforts affect the profitability of the programs, those employed, and the federal, private, and municipal customers with whom the workshop is under contract for production and delivery of products.

Impact of Actions: Quality of work products produced has a significant impact on customer goodwill and the credibility of the agency to meet its contractual obligations. Poor workmanship and quality would result in a reduction of contracts and sales which would have a major impact on the Department's mission to provide vocational training and job opportunities to the visually/mentally impaired.

Personal Contacts: Frequent internal and external contacts with customers regarding products and pricing, vendors to order supplies and resolve invoice matters, with federal and local government or industries for contracts, and with scheduling and other sales personnel to discuss business opportunities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Knowledge of principles and practices of basic accounting, manufacturing, production and contracts, or product development, inventory and accounting systems; and of supervisory practices and principles.

Skills: None identified for this class.

Abilities: Ability to implement and coordinate production and training activities; to develop and administer inventory costs and control systems; to establish and maintain effective working relationship with all levels of staff; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in general business, management, or a related field.

Level and Type of Experience: Considerable experience in manufacturing, production management, fiscal/financial management, business operations, or marketing.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class, revised by the Department of Mental Health, Mental Retardation and Substance Abuse Services in cooperation with the Department for the Visually Handicapped replaces the Industry for the Blind Assistant Manager, effective April 16, 1992.
