Distinguishing Features of the Work

8upervises the buildings and grounds program at an institution with a resident population of approximately 500 - 1500; or serves as assistant director with responsibility for one or more major phases of a buildings and grounds program at a larger state institution.

The duties involve supervising al1 phases of a buildings and grounds program including such functions as power plant, buildings maintenance, grounds, housekeeping and related services. The services at this level normally require 15 to 25 trades employees and a varying number of housekeeping and other semi-skilled employees. Also included at this level are assistant director positions with responsibility for one or more major phases of the buildings and grounds program at a large state installation with a population normally exceeding 5,000. Positions serving as assistant director are assigned such functions as buildings maintenance, grounds, and mechanical maintenance, or a construction section characterized by a varying number of temporary trades employees. Supervision is received from the agency head, administrative official, or higher level buildings and grounds official who makes policy decisions and appraises work results through inspection and written reports.

Examples of duties characteristic of positions in this class:

  1. Supervises and assigns work to carpenters, plumbers, electricians, and allied tradesmen who perform general building and mechanica1 repair work.
  2. Reads blueprints and specifications for various maintenance and/or medium construction jobs; estimates materials and labor needed; requisitions materials and supplies as needed for maintenance work.
  3. Maintains records of employee’s time and materials used; prepares progress reports on specific assignments.
  4. Makes inspections of buildings and grounds to determine repairs and maintenance needed.
  5. Receives emergency maintenance calls and assigns tradesmen to make repairs.
  6. Supervises the upkeep and cleaning of grounds to assure a neat appearance.
  7. Supervises the cleaning of buildings; makes assignments to and inspects work of janitors and maids.
  8. Supervises watchmen, drivers, and related personnel.
  9. Employs hourly tradesmen for construction projects, coordinates work on the job site, and separates employees upon completion of projects, some of which are operating concurrently.

 

Qualification Standards

Completion of high school and at least four years of supervisory experience in one or more of the building trades; experience at the journeyman level may be substituted for education on an equivalent time basis or college education in engineering or technical education in a comparable field may be substituted on an equivalent time basis for up to two years of required experience.

Considerable knowledge of physical plant maintenance and methods of construction; general knowledge of the various trades; ability to work from plans for improvement or alteration of buildings and equipment; ability to plan, assign and supervise the work of a varied group of skilled and semi-skilled workers.
