Distinguishing Features of the Work

Provides overall administrative direction to a large, full-service agency printing, copying and mailing function with a supporting staff exceeding 40 full-time equivalent positions.

Exercises general supervision through subordinate unit heads over a staff that encompasses technical specialists, skilled craft workers and other supporting personnel.

Reports to an agency executive-level official.

Develops departmental objectives and goals. Formulates operating budgets covering sales, labor, equipment and supplies that are designed to provide the agency with cost recovery printing, duplicating and mailing services. Sets departmental policies and operating procedures. Interprets and administers state and agency policies and directives applicable to departmental operations.

Provides principal liaison with agency and state officials in policy matters, and with major printing customers in matters such as complex job orders, problem resolution, and outside printing services contracting.

Participates in and/or approves hiring, training and rating of staff. Anticipates future workloads, equipment needs, and the effects of changing technology on department operations and organization. Approves major department expenditures. Monitors fiscal operations.

 

Qualification Guide

Knowledge of large-scale printing and copying management. Knowledge of administrative and budgetary management principles and practices. Ability to plan and manage a large diversified printing/copying function. Ability to provide liaison with agency and other state officials, and with major printing customers. Ability to direct a large technical staff.

Graduation from a college or university with major coursework in a field related to the position’s duties, and related work experience at the administrative level; or an equivalent combination of training and experience.
