CLASS CONCEPT/FUNCTION

This is the first class in the River Ferry Operations Management series for positions that direct the services of docks, facilities and idle vessels on an assigned shift of Virginia's inland waterway toll river ferry system. Positions in this class supervise and direct the activities of ferry crews and shore personnel in the maintenance of idle vessels, building and grounds, and docking facilities. Positions make changes in crew assignments as necessary, purchase supplies and equipment, and perform a wide variety of other administrative duties. This class is distinguished from the River Ferry Operations Manager by the latter's responsibility for the management of the entire river ferry system.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty in the supervision of all dock activities on an assigned shift. Prepares and maintains duty rosters of all personnel assigned to the installation; calls in replacement when crew is short. Supervises and coordinates all activities of the unit including ferry operations, building and grounds maintenance, docking facilities and traffic control on the dock. Inspects vessels, docking facilities, building and grounds for cleanliness and adherence to safety standards. Checks vessels for safety chains, wheel chocks, fire extinguishers and life rings. Ensures a continuing program of positive public relations with the ferry service users. Resolves complaints and explains delays to the public. Prepares and maintains a variety of activity reports such as number of passengers and vehicles, accidents, complaints and others as required. Orders employee uniform supplies; keeps rental uniform records; maintains inventory records of oils, equipment, spare parts; and orders needed equipment.

Supervision Given: Positions in this class provide immediate supervision to Toll Collectors and employees assigned to work on the dock for vessel cleaning and other dock activities.

Supervision Received: Receives general supervision from a River Ferry Operations Manager, the Assistant Resident Engineer or Resident Engineer.

Scope: Work activities are generally confined to the maintenance and operation of state inland waterway toll river ferry facilities during an assigned shift.

Impact of Actions: Positions impact the overall operation of the ferry system during the assigned shift. Actions have a moderate impact on the agency because of public relations aspects of the positions.

Personal Contacts: Positions have routine internal and external contacts with agency personnel for daily work assignments or the ferry users for explanations of problems or providing information.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the principles of supervision; passengers an vehicle ferry operations; and U.S. Coast Guard regulations relating to ferry boat operation and marine safety.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, supervise, coordinate and evaluate the work of subordinates; prepare, maintain records and reports; and to establish and maintain effective working relationships with the general public, and operations and maintenance personnel.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent with training related to ferry boat operations.

Level and Type of Experience: Experience in providing service to the public. Experience in planning and scheduling a variety of work activities.
