CLASS CONCEPT/FUNCTION

This is the single class in the River Ferry Captain series for charge positions that perform duties in the operation an maintenance of a river ferry vessel. Positions in this class carry command responsibility of a state river vehicular and passenger ferry vessel serving as captain of a river ferry and supervising the crew while the vessel is underway. This class is distinguished from the River Ferry Chief Engineer class by this class's responsibility to command all areas of vessel operations and its responsibility for all passenger and crew while underway. It is distinguished from the River Ferry Operations Manager by that class's complete responsibility for managing all ferry operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which includes piloting a ferry boat between terminals with complete responsibility for the safety of passengers, vehicles and crews. Supervises the loading and unloading of passengers and vehicles. Maintains records of each ferryboat crossing. Supervises crew in patrolling the ferryboat, housekeeping and conducting fire and boat drills. Provides ship handling and navigation training to River Ferry Crewmember Specialists Senior (Mate), Crewmember Specialist (Able Seaman) and Crewmember positions. Coordinates activities with vessels engineer for fuel, water supplies and necessary repairs of the vessel. Assures adherence to all federal, state, and local regulations. Supervises crew while the vessel is underway.

Supervision Given: Positions in this class have complete control of a vessel when underway and provide general supervision to all crew, including the River Ferry Chief Engineer, Crewmember Specialists Senior, Crewmember Specialists, and Crewmembers.

Supervision Received: Receives direction from a River Ferry Operations Manager, Transportation Assistant Resident Engineer, or Transportation Resident Engineer.

Scope: Positions in this class have full responsibility for assigned state inland waterway river ferry vessel and the protection and safety of passengers and crew.

Impact of Actions: Decisions and actions taken under variable conditions or emergency situations may have a serious effect on human safety and the river ferry vessel. Errors in judgment could result in substantial loss of property and equipment, injury or loss of life to passengers or crew. This affects the vessel's safety record and the credibility of the agency's river ferry system.

Personal Contacts: Frequent internal contact with crewmembers and other residency personnel to assure vessels are in proper operational order for mechanical and cleanliness purposes.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of waterway navigation; vessel construction; applicable Coast Guard regulations; all shipboard equipment; and of supervisory principles and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to pilot river ferry vessels; supervise vessel crew; train personnel in vessel operations; and to prepare written reports and keep ships records.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: U.S. Coast Guard licensing, valid for services as Master or equivalent on vessels of 1600 gross tons on inland waters. Valid and current first aid certificate and valid and current CPR certificates both of which must be approved by the U.S. Coast Guard. Successful completion of U.S. Coast Guard approved firefighting school within approved time limits. Radar endorsement. FCC 3rd Class Radio Operator Permit. Ability to pass physical examination as prescribed by the U.S., the Color Vision Sense Test

and a periodic drug test.

Education or Training: Graduation from high school or equivalent with training in ferry or other marine operations and maintenance.

Level and Type of Experience: One year service (360 eight-hour days) as a licensed mate on vessels certificated for 1600 gross tons on inland waters or equivalent.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class replaces the class River Ferry Pilot A. It is a result of an organizational study conducted by the Virginia Department of Transportation, effective January 1991.
