CLASS CONCEPT/FUNCTION

This is the second and supervisory level class in the Traffic Controller series for positions which monitor and regulate traffic flow along a specific transportation route or facility by operating a computerized traffic control system. Positions in this class function as shift supervisors and are responsible for ensuring adherence to prevailing regulations and laws relating to traffic control and public safety. This class is distinguished from the Traffic Controller class by its supervisory responsibilities and responsibility to determine remedial action in non-routine situations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Supervises and monitors traffic and/or ramp meters on closed circuit television (CCTV) and cathode-ray tube (CRT) screens; receives and transmits radio and telephone communications; notifies emergency services in the event of an incident or accident; identifies and documents incidents or accidents which occur along the monitored routes; and provides traffic condition information to news, media, and the traveling public. In a bridge tunnel complex, positions perform daily physical inspection of facilities; monitor gauges to ensure proper ventilation and distribution of electric power throughout a facility; and adjust or direct others to make control adjustments. Positions may coordinate lane closures and drawbridge operations; and provide instruction to others in traffic controller duties.

Supervision Given: Provides general supervision to a small group of Traffic Controllers on a designated shift. In a bridge tunnel complex, positions also supervise Bridge Tunnel Patroller Supervisors.

Supervision Received: Receives direction from a Bridge Tunnel Assistant Superintendent, or higher level field manager.

Scope: Monitors the flow of traffic along an established route or through a facility during a specific shift.

Impact of Actions: The work facilitates the safe and expedient flow of traffic along a specific transportation route or through a bridge tunnel facility; and the timely response of emergency services.

Personal Contacts: Frequent internal and external contact with state and local police, local fire companies, news media and the general public to inform them of emergencies and road conditions.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of computer-based traffic control systems and equipment; and agency policies and procedures. Working knowledge of supervisory principles and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise personnel in routine and emergency situations; operate a CRT; communicate effectively with all levels of personnel, both inside and outside the organization; document critical incidents and equipment malfunctions; and to recognize and react effectively during emergency situations.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia Motor Vehicle Operator's license at hire.

Other Requirements: Positions at a bridge tunnel complex may be required to successfully undergo a background investigation and be sworn in as a special police officer.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Progressively responsible experience in operating computerized traffic control and surveillance systems.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was revised by the Virginia Department of Transportation as a result of a classification study and reorganization at the Hampton Roads Bridge Tunnel and Elizabeth River Tunnel, effective August 1992.
