CLASS CONCEPT/FUNCTION

This is the fourth and managerial class in a series of classes which are responsible for the operation of marine research vessels. Positions in this class manage an agency's research vessel program including repair and maintenance programs; recordkeeping and data processing; fabrication of research equipment and instrumentation; supervision of staff; development of financial plans; and controlling of expenditures. The class is distinguished from the Research Vessel Captain Supervisor class by its responsibility for managing a complete agency research vessel program rather than supervising a portion of such aprogram.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty managing staff in the provision of seaworthy vessels, equipment, and trained personnel to support the collection of data utilized in marine science research. Serves as the administrative head of an agency research vessel service center; supervises subordinate supervisors responsible for vessel operation, repair, maintenance, recordkeeping, data processing, and fabrication of research equipment and instrumentation. Develops annual and long-range financial plans; manages budgets; forecasts staffing, development, and training needs; and interviews, selects, and evaluates performance of staff. Controls the planning and completion of all facility, vessel, and equipment acquisitions, overhauls, modifications, and new construction work. Recommends the advisability of accepting prospective vessel donations; serves on task forces and committees; and serves as captain aboard research vessels to satisfy peak demands and to remain abreast of significant changes in field operations.

Supervision Given: Positions in this class provide general direction to Research Vessel Captain Supervisors plus various other support personnel including, mechanics, repairmen, bookkeepers, etc.

Supervision Received: Receives administrative direction from an agency administrator.

Scope: Work affects the effective and efficient operation of an agency's marine research vessel program.

Impact of Actions: Effective decisions positively impact the success of the department to provide vessel support to marine science research operations. Errors may jeopardize the safety of vessel crews and equipment, and may result in inefficient use of time, money and resources of the research vessel program.

Personal Contacts: Communicates frequently with individuals and groups both inside and outside the agency. Contacts include agency administrative staff to obtain or provide information concerning the program; manufacturing representatives to research performance specifications of marine equipment; marine contractors for vessel repairs and modifications; and the general public in a public relations capacity.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of various types of marine research vessels and equipment; of vessel operations, navigation, and maintenance; of maintenance and repair of vessels, navigational and scientific equipment, and gear; of

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise staff; to direct maintenance and scheduling of a fleet of vessels; to train personnel in vessel and equipment operation; to administer personnel and fiscal matters; to navigate and operate vessels in inland waters and at sea; to communicate effectively orally and in writing; and to coordinate marine research planning and ship utilization with scientists.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent with additional course work in marine maintenance and vessel operations, navigation, marine life science, and management.

Level and Type of Experience: Experience in marine research vessel operations in a supervisory or administrative capacity.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in September 1988 as result of the Statewide Classification Review/Specification Update Program. This class replaces the Research Vessel Fleet Supervisor class.
