CLASS CONCEPT/FUNCTION

This is the third class in the Bridge Tunnel Operations Superintendent series. Positions in this class manage the 24-hour maintenance functions of a bridge tunnel facility and drawbridge crossing. This class is distinguished from the Bridge Tunnel Superintendent Operations by its responsibility for managing facility maintenance activities rather than operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring the management of a variety of maintenance activities associated with keeping a bridge tunnel facility and drawbridge crossing functioning effectively and efficiently. The work typically involves managing a variety of supervisory personnel in the maintenance and repair of bridges; tunnels; tunnel ventilation equipment; drawspan equipment; electrical/mechanical equipment; de-watering pumps; building facilities; roadway, bridge, and tunnel equipment; and bridge and tunnel lighting. Crews also conduct tunnel washing, and emergency operations dealing with inclement weather conditions. Traffic management related to these maintenance and repair work zones is a responsibility. Investigates maintenance problems; responds to electrical/ mechanical breakdowns; ensures improvements are accomplished in accordance with plans, specifications, and manufacturers guidelines, or generally accepted practices; schedules assignments; evaluates the work of contract crews. Positions in this class screen, interview, and select applicants for employment and promotions; establish performance standards and conduct and review evaluations; and counsel employees, as required. Oversees safety activities; investigates employee injuries and equipment accidents; establishes training programs and training schedules. Manages expendi-tures of budgeted ordinary maintenance, maintenance replacement, and capitol outlay funds; identifies needed maintenance for future budget proposals; provides cost estimates, and makes recommendations for inclusion of additional funds into budget; reviews daily reports and report discrepancies regarding accomplishments and expenditures; requisitions equipment and materials.

Supervision Given: Positions provide direction to Transportation Maintenance Superintendents and a variety of skilled trades supervisory personnel including Electrician Supervisors Senior and Equipment Repair Supervisors.

Supervision Received: Works under the general direction of tunnel and bridge facility management. Consults with supervisor on most significant issues and decisions involving atypical situations.

Scope: Actions influence the maintenance of assigned bridge tunnel facilities and drawbridge crossing.

Impact of Actions: The provision of sound technical/administrative guidance enables subordinates to successfully perform job duties and ensures the continuance of facility maintenance. Ineffective decisions could result in a breakdown in the maintenance network that is essential to the provision of services.

Personal Contacts: Frequent external contacts are made with contractors and suppliers regarding the timely provision of need goods and services. Contacts are made with the public to respond to complaints. Infrequent contacts are made with bridge tunnel officials in other jurisdictions to keep abreast of state-of-the-art bridge/tunnel technology.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of management and budgeting principles and practices; of various trades, labor, and maintenance techniques, procedures, and equipment and its usage.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise subordinate maintenance personnel in the provision of a variety of maintenance and repair services necessary to keep a bridge tunnel facility and draw span crossing continuously functional; to develop and monitor budgets; to plan, coordinate, and prioritize multiple projects; to effectively deal with emergencies or unusual situations; to read, comprehend, and use electrical, structural, and highway plans.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent.

Level and type of Experience: Progressively responsible supervisory experience in the maintenance of a large scale facility, preferably a bridge tunnel complex, with exceptional electrical/mechanical elements.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
