CLASS CONCEPT/FUNCTION

This is the first class in the Bridge Tunnel Operations Superintendent series. Positions in this class assist in the management and administration of the 24-hour operational activities of a transportation bridge tunnel facility (which consists of one or more tunnels and a drawbridge crossing). This class is distinguished from the Bridge Tunnel Operations Superintendent class by the latter's responsibility for managing all operational activities and staff of the facility.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. Positions directly supervise a number of operational activities and provide administrative assistance to the Operations Superintendent regarding bridge tunnel operations as a whole. The activities under the direct supervision and oversight of these positions include: safety services patrolling and drawspan operations; and may include fiscal and clerical support, and/or tunnel ventilation activities. The duties associated with managing these activities include planning daily activities, assigning work and providing supervision to staff; and responding to inquiries and coordinated efforts with other organizations and agencies regarding bridge span operations. Although the positions do not directly supervise all operational activities, they do provide administrative support to the Operations Superintendent regarding all operational functional areas. The administrative duties performed by these positions include developing shift schedules for all operational personnel; assisting in identifying resource needs for operational activities; preparing and analyzing reports regarding the effectiveness of operations; identifying trends and recommending changes to policies and procedures; investigating problems, complaints and safety violations; scheduling training for all operational employees; and maintaining records and logs regarding shift activities and accident; compiling reports; responding to public inquiries; conducting special projects; and functioning as the Operations Superintendent in his/her absence. As needed, these positions assist with traffic management activities in responding to emergencies, traffic problems and hazardous material spills, etc.

Supervision Given: Provides direct supervision to Bridge Span Operators, Safety Services Patrollers, Fiscal Assistants, and/or Tunnel Ventilation Operators. Provides administrative guidance and interpretations to all operational staff (to include traffic management positions) regarding administrative policies and procedures and operational issues which cross functional lines.

Supervision Received: Receives supervision from a Bridge Tunnel Operations Superintendent, in the form of goals and objectives. The supervisor develops operational policies and procedures which the subject position follows and ensures adherence to through subordinate staff. Supervision is sought in complex or political sensitive situations.

Scope: Work affects facility; the traveling public and ships; subordinate staff and the public image of the agency.

Impact of Actions: The work can either facilitate or hinder the effectiveness of the bridge tunnel and drawspan operational activities through the provision of direct supervision or through the analysis of activities and the identification of trends and more efficient practices. Job performance affects the efficient use of time, materials and personnel resources; the professional development of staff; the safety of employees and the traveling public, and the public's image of the facility which is formed by the efficiency of facility operations.

Personal Contacts: Maintains frequent external contacts with the general public to respond to inquiries and complaints; with state and travel conditions and emergency situations. Contacts with insurance companies and attorneys regarding claims involving state equipment of accidents occurring in facilities. Contacts with the media involve providing traffic information and responding to questions. Contacts with shipping companies involve discussing tunnel regulations for hazardous materials and size limitations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the principles, practices and systems of tunnel and bridge operations, of rules and regulations governing tunnel operations and transport of hazardous material through tunnels, of emergency response procedures; and of supervisory principles and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise staff, to analyze operational activities and reports and recommend changes to policies and procedures, to communicate effectively orally and in writing, and to respond appropriately in emergency situations.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent.

Level and Type of Experience: Progressively responsible experience in bridge and tunnel operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class replaces Bridge Tunnel Assistant Superintendent and was revised as part of a Classification Review/Specification Update program, effective June 16, 1993.
