CLASS CONCEPT/FUNCTION

This is the fifth class and second director level in the Toll Facilities Management series. Positions in this class are responsible for the direction of the administration and operations of a large complex toll facility, including human resources, toll collections, fiscal, auditing and budgetary management, public relations, and maintenance functions. The class is distinguished from the Toll Facilities Director by its responsibility for management of a toll facility of greater scope and complexity including more complex human resources, accounting, auditing, and maintenance functions, as well as responsibility for development of operating policies and procedures.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty as the charge position in the management of all major functions of a large toll facility with complex, high volume operational, political, and public relations elements. The work requires independent judgment in the decision making process which involves the interpretation, application, and implementation of agency, state, and federal rules, regulations, policies, and procedures. Directs, through subordinate supervisors, all administrative (accounting, auditing, budgeting, human resources, office services), operational (toll collections), and maintenance (electronic/electrical and facility repair and maintenance) functions of an entire, large, and complex toll facility. Establishes and coordinates the implementation of operation policies and procedures; provides policy and procedures interpretation and technical advice and guidance in all areas; establishes time frames and work priorities; develops and administers significantly large operating and capital budgets; approves sectional budgets and expenditures; carries direct accountability for all revenues generated by the facility. Writes, solicits bids for, and administers contracts for needed services such as armored car service, pest control, janitorial services, and toll lane cleaning. Manages employee relations and the application of personnel policies in accordance with departmental policies to include employment, discipline, and benefits; hires sectional supervisors and approves all hiring decisions. Interacts with local officials, civic and community associations, State Police, the media, and the general public.

Supervision Given: Provides general direction and administrative direction to Toll Collections Manager and Superintendents, fiscal and accounting staff, human resources staff, and electronic/electrical maintenance staff.

Supervision Received: Administrative direction is received from a Transportation District Administrator.

Scope: The work influences the efficiency and effectiveness of all toll collections operations, administrative management (including accounting, auditing, and human resources), electrical/electronic and facility maintenance functions of an entire large and complex toll facility with complex high volume operational, political, and public relations elements.

Impact of Actions: Judgment and decision making errors can result in costly corrective actions, traffic congestion problems, complaints from citizens and officials, and possibly cause dangerous conditions or both employees and the traveling public at toll plazas. Effective job performance facilitates the development of subordinates and results in efficient use of time, money, and personal resources; and goodwill to the public.

Personal Contacts: Frequent internal and external contact, verbal and written, is required with the public, the media, State Police, political and government officials in response to inquiries, complaints, suggestions, discussing concerns about traffic conditions, safety, etc. Frequent contacts with computer engineers responsible for the manufacture of automated toll collection and related equipment regarding effective utilization of systems and with equipment repair personnel, both state employed and independent contractors, regarding maintenance of equipment.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of toll facility organization, development, and operations; and of administrative management principles and supervisory techniques.

Abilities: Demonstrated ability to manage and supervise staff; to interpret and apply federal, state, and departmental policies, procedures, rules, and regulations; to communicate effectively verbally and in writing with a variety of individuals and groups; to deal tactfully with the public; to develop administrative and operational policies and procedures; to plan, develop, and administer budgets; coordinate, direct, and evaluate the performance of various sections and units.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent, with additional course work in management, accounting, or a related field.

Level and Type of Experience: Progressively responsible experience in toll facility management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
