CLASS CONCEPT/FUNCTION

This is the fourth class and first director level in the Toll Facilities Management series. Positions in this class are responsible for the direction of the administration and operations of a moderate size toll facility, including toll collections, fiscal management, and maintenance functions. This class is distinguished from the Toll Collections Manager class by the responsibility for exercising management and administrative direction of the full range of toll facilities management and operations. The class is distinguished from the Toll Facilities Director Senior by that class's responsibility for management of a toll facility of greater scope and complexity including Human Resources and more complex maintenance functions, as well as responsibility for development of facility-wide policies and procedures.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty which requires the use of independent judgment in the decision making process. Duties include developing operating budget for the entire toll facility; managing toll collections staff, administrative personnel which carry out clerical and fiscal and accounting functions, and electrical/electronic toll equipment and building maintenance staff; formulating contracts for work to be done, such as armored car services, lane cleaning, and heating/air conditioning maintenance agreements; overseeing auditing of accounting documents; preparation and review of correspondence and/or reports for facility operations; and interacting with State Police, local officials, citizens, and the media.

Supervision Given: Provides direction to a Toll Collections Superintendent, fiscal and accounting staff, and electrical maintenance staff.

Supervision Received: Administrative direction is received from a Transportation Resident Engineer.

Scope: The work influences the efficiency and effectiveness of all toll collections operations, administrative management, electrical/electronic and facility maintenance functions of an entire toll facility; and in turn, influences traffic flow and patterns on major state highways.

Impact of Actions: Judgment and decision-making errors can result in costly corrective actions, traffic problems, and possibly cause dangerous conditions at toll plazas. Effective job performance facilitates the development of subordinates and results in efficient use of time money, and personnel resources.

Personal Contacts: Frequent internal and external contact, verbal and written, is required with the public, the media, State Police, and local officials for the purpose of responding to complaints, discussing concerns about traffic conditions, safety, etc. Frequent contacts with equipment repair personnel both state employed and independent contractors regarding maintenance of equipment.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of toll facility operations, rules, regulations, policies, and procedures; and of management principles and supervisory techniques.

Skills: None identified for this class.

Abilities: Demonstrated ability to manage and supervise staff; to deal tactfully with the public; to communicate effectively verbally and in writing; and to process information into reports.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent; with additional course work in management, accounting, or a related field.

Level and Type of Experience: Progressively responsible experience in toll facility management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
