CLASS CONCEPT/FUNCTION

This is the third class in the Toll Facilities Management series. Positions in this class are responsible for the planning and management of all toll collections operations in a large complex toll facility. This class is distinguished from the Toll Collections Superintendent class by its responsibility for the administrative management function of all toll collections operations for an assigned toll facility. The class is distinguished from Toll Facilities Director by the latter's responsibility for directing all aspects of a toll facility, including fiscal, administrative, and maintenance functions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: performs work of considerable difficulty which requires the use of independent judgment in the decision making and management process. Duties include long range planning, developing operating budgets, development and implementation of policies, procedures, and guidelines. Supervises, trains, develops staffing needs, and schedules the Toll Collections Operations section; monitors and participates in selections for employment; evaluates and counsels staff. Initiates traffic engineering studies. Processes Worker's Compensation claims for toll collections operations staff. Interacts with State Police, local law enforcement personnel and officials.

Supervision Given: Provides direction to Toll Collections Superintendents.

Supervision Received: Administrative direction is received from a Toll Facilities Director Senior.

Scope: The work involves the management of all toll collections operations for a large complex toll facility, influencing traffic flow and patterns on major state highways.

Impact of Actions: Judgment and decision-making errors can result in costly corrective actions, traffic problems, and possibly cause dangerous conditions at toll plazas. Effective job performance facilitates the development of subordinates and results in efficient use of time, money, and personnel resources.

Personal Contacts: Frequent internal and external contact, verbal and written, is required with the public, the media, State Police, and local officials for he purpose of responding to complaints, discussing concerns about traffic conditions, safety, etc.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of management principles and supervisory techniques; of toll collections operations rules, regulations, policies, and procedures; and of basic accounting principals and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to manage and supervise staff; to deal tactfully with the public; to communicate effectively verbally and in writing; to plan and schedule staffing for multiple shifts of work; to process information into reports; and to monitor collected monies.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license.

Education or Training: Graduation from high school or equivalent; with additional course work in management, accounting, or a related field.

Level and Type of Experience: Progressively responsible experience in toll collections operations management.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
