CLASS CONCEPT/FUNCTION

This is the second class in the Toll Facilities Management series. Positions in this class are responsible for planning, monitoring, and managing the daily toll collections operations work of several Toll Collections Supervisors on multiple shifts. This class is distinguished from the Toll Collections Supervisor class by the magnitude of staffing which places the responsibility for accomplishing the work through subordinate supervisors as well as its responsibility for multiple shifts toll collections functions of an assigned toll facility, rather than a single shift. It is distinguished from the Toll Collections Manager class by the latter's greater responsibility for planning and management of all toll collections operations for a large complex facility.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty involving the supervision of a group of Toll Collections Supervisors; trains, evaluates, interviews, and recommends for hire Toll Collections Supervisors; functions as the reviewer for Toll Collectors performance evaluations; investigates and resolve employee relations problems; coordinates recruitment activities. Plans work schedules and coordinates staffing needs for multiple shifts; observes and investigates toll collections operational activities for assigned staff or shift; independently makes corrections where possible and documents action; may patrol assigned area of the toll facility to investigate toll collections operational problems. Monitors toll collectors' accounts and investigates discrepancies in the accounts; develops strategies for recovering monies. Ensures all operating policies and procedures are being followed; makes routine inspections of all automatic toll collections units to ensure proper operation and security; investigates complaints from the traveling public, and toll facilities personnel; coordinates on-the-job training activities of new toll employees; monitors training and orientation; and records unusual and daily occurrences. Reassigns personnel and makes other work force adjustments due to unusual conditions; and ensures that adjustments to the work force are handled effectively. Provides input into the annual operating budget process.

Supervision Given: Provides general supervision to multiple Toll Collections Supervisors who supervise subordinate toll collection staff on multiple shifts at an assigned toll facility. Positions also provide indirect supervision to Toll Collectors.

Supervision Received: Receives direction from a Toll Collections Manager.

Scope: Work of these positions influence the supervision of the daily toll collections operations of multiple shifts of several subordinate Toll Operations Supervisors and their subordinate staff at an assigned toll facility.

Impact of Actions: Effective job performance enhances the overall efficiency of time, money, and personnel resources for toll collections operations for the assigned shifts. Errors in scheduling which result in insufficient manpower could result in traffic problems, ineffective collection of tolls, and may negatively affect the safety and well-being of the traveling public. Excessive monetary discrepancies can be costly to the state.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of supervisory and management principles and practices; of toll collections rules, regulations, policies, and procedures; of basic accounting principles; and of automatic toll equipment adequate to make minor repairs.

Skills: None identified for this class.

Abilities: Demonstrated ability to train, supervise, and advise others in their work; to communicate effectively both orally and in writing; to assign and schedule multiple shifts of work; to process information into reports; to monitor collected monies; and to deal tactfully with the traveling public.

 

QUALIFICATIONS GUIDE*

License or Certification: Valid Virginia driver's license.

Education or Training: High school graduation or equivalent.

Level and Type of Experience: Experience in toll collection, minor repair work, and supervisory experience.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
