CLASS CONCEPT/FUNCTION
This class is a single level class responsible for assuring that outdoor advertisement signs and junkyards are in compliance with state and federal laws and regulations. Positions in this class inspect proposed sign locations and monitor existing outdoor advertising and junkyards. Positions also issue tree trimming and vegetation control permits.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate difficulty using established procedures, laws, and regulations. Serves as field expert on regulations and investigative authority on outdoor advertising signs and junkyards adjacent to Virginia's highways. Coordinates with attorneys on cases requiring prosecution; court cases involve gathering data, performing on-site investigations, and preparation of testimony; testifies in court as an expert witness. Inspects proposed sign locations and monitors existing outdoor advertising to determine condition and ensure continued compliance with applicable laws and regulations; reviews and approves permit applications; corresponds with and advises sign owners concerning non-compliance and the corrective action needed; investigates and reviews related local regulations and zoning information as well as information from highway construction plans; oversees the removal of illegal outdoor advertising signs; investigates citizens' complaints. Maintains various official logs, records, and files on outdoor advertising signs, junkyards, and historic markers. Monitors and inspects existing and proposed junkyards to ensure compliance with applicable laws and regulations; recommends action for enforcement when violations are noted. Coordinates annual Historic Garden Week activities with local Garden Club chairpersons; orders, determines number and placement of signs to direct motorists to sites on the tour. Inspects historic markers within the district; coordinates repairs, replacements, and installation of new markers with appropriate department personnel and various government and citizen organizations; as liaison with Virginia Historic Landmarks Commission, accepts delivery and oversee erecting of signs. Coordinates Vegetation Control and tree trimming permits for access to state right of way; collects permit fees; recommends approval or denial and monitors compliance with permit conditions through field reviews. Provides guidance and advice to residency and district staff on Outdoor Advertising and Junkyard Programs and Tree Trimming Permits.
Supervision Given: Supervision is typically not a factor.
Supervision Received: Receives general supervision from a Transportation Roadside Development Manager, Environmental Manager-Field, or Environmental Program Planner. Technical advice and guidance is typically received from Central Office program staff.
Scope: Administers a variety of programs--Outdoor Advertising, Junkyard, Tree Trimming, Historic Garden Week, and Historic Marker--for an assigned Transportation district.
Impact of Actions: Decision making includes the independent authority to remove signs. Effective decisions result in compliance with regulations. Errors can result in legal action taken against the agency, the expense of sign relocation or removal, or the potential loss of federal funding in cases of non-compliance.
Personal Contacts: Internal contacts include residency staff concerning complaints and information requests pertaining to outdoor advertising and junkyard inspections as well as in coordinating crews for sign removal. Frequent external contacts include the general public, civic associations, sign company representatives, junkyard owners, and local zoning representatives concerning administration of and regulations of the Outdoor Advertising, Junkyard, and Tree Trimming programs. Contacts also include utility companies and contractors regarding tree trimming and attorneys to prepare for legal proceedings.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of state and federal laws and regulations related to Outdoor Advertising, Junkyard control, and tree trimming; and of zoning principles and practices. Some knowledge of personal computer software and of tree trimming and removal methods.

Abilities: Demonstrated ability to communicate effectively with the public and local government officials both orally and in writing; to interpret and apply laws and regulations; to make a variety of field measurements; to read and interpret road plans and prepare basic sketches; and to document and maintain detailed records and prepare reports.
QUALIFICATIONS GUIDE*
License or Certification: Valid motor vehicle operator's license at hire.
Education or Training: Graduation from high school or equivalent.
Level and Type of Experience: Experience involving permit work, researching data, tracking ownership, local zoning, surveying and/or compliance related practices.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class replaces the Highway Landscape Specialist A class as a result of a statewide Classification Review/Specification Update program, effective December, 1993.
