CLASS CONCEPT/FUNCTION

This is the second class in the Transportation Contract Administrator Series. Positions in this class work at a district office and are typically responsible for administering general construction, maintenance and other roadway contracts; reviewing work for compliance with specifications and schedules; approving payment of monthly contractors’ bills; and administering permit programs. This class is distinguished from the Transportation Contract Administrator class by its district wide authority to finalize administrative processes related to contracts, including signatory authority for expenditure of funds and whole program administration

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring independent judgment to administer the highway construction and maintenance contract control and compliance program for a highway district. Typical duties include following contract proposals from bidding stages through final payment of contract; receiving and distributing plans; preparing and distributing the Notice to Proceed to contractors; conducting reconstruction conferences; and monitoring contractor actions such as requests to sublet, work orders, and claims. Verifies monthly contractors’ estimates for payment; ensures accuracy and compliance with contract provisions; computes retainage; and authorizes and forwards payment. Monitors contractor and DBE (Disadvantaged Business Enterprises) monthly progress schedules; coordinates final payment estimate for Highways District Engineers; maintains current records of fund usage by routes, section and activity type; reviews for compliance and issuing land use permits for district; processes rural road additions, abandonments and subdivision additions for district; prepares and maintains budgetary information for a variety of district construction, maintenance, and maintenance replacement budgets; and recommends approval or disapproval of work orders and contractor claims. May perform other miscellaneous administrative duties such as assisting with six-year plan forecasting; answering general public inquiries; and compiling and preparing reports and analyses.

Supervision Given: Supervision is typically not a factor; however, some positions may supervise clerical personnel.

Supervision Received: Receives directions from a Highways District Engineer or Highways Assistant District Engineer.

Scope: Work affects the majority of roadway construction projects within a Highway District.

Impact of Actions: Actions have a serious impact on roadway construction projects. Failure to satisfactorily perform regularly assigned duties may result in failure to pay contractors on a timely basis, project acceptance and completion delays, and permits being issued late or permit holders.

Personal Contacts: Frequent internal and external contacts with agency employees and contractors regarding payments and schedules. May deal with the general public to answer general questions.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the construction and maintenance processes, equipment and materials; and of policies and regulations regarding contract work, land use permits and other related activities.

Skills: Working skill in the operation of calculators and other office equipment.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; and to read and interpret highway construction contracts, plans, rules, specifications and regulations.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent with course work related to the duties and responsibilities of the position.

Level and Type of Experience: Progressive experience in roadway construction and maintenance work relating to the use of contracts and specifications.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was revised and re-titled in July 1989 as a result of the Classification/Review Specification update Program. It was formerly titled the Highway Contract Administrator B class.
