CLASS CONCEPT/FUNCTION

This is the fourth and managerial level in the series of classes that create and revise maps. Positions in this class plan, direct, and coordinate the manual and computerized production of maps and other cartographic activities. This class is distinguished from the Cartographic Supervisor by its administrative responsibilities and its authority to approve agency mapping services and products.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty by managing and directing an agency's cartographic operation and program. Develops and modifies the section's standard operating procedures; establishes goals and objectives; and develops and administers work plans and monitors all phases of computerized and manual map production. Prepares the section's budget, tracks expenditures, and authorizes payments to vendors. Determines equipment needs and stays informed of technological changes that affect map production. Develops and revises printing specifications; reviews proofs from printers for quality and accuracy; and approves products and services from vendors and section personnel. Identifies and implements quality control measures to increase productivity and quality of products and services. Investigates and evaluates map needs of clients; drafts/originates responses to legislative, federal, state, and local government and citizen inquiries; and makes public presentations.

Supervision Given: Provides general supervision to a Cartographic Supervisor, Cartographic Drafters and Cartographic Assistants that design and draft a variety of maps, i.e., state highway, property boundary, topographic, restricted street and historic.

Supervision Received: Receives administrative direction from an agency administrator.

Scope: Manages the production of a variety of map products and services which are used by the agency, general public, civic and special interest groups.

Impact of Actions: Products and services guide users in determining transportation routes, property boundaries, locations of historic areas of interest, and locations of special interest activities.

Personal Contacts: Frequent contact with all levels of agency management to evaluate mapping and service needs and coordinate projects. Infrequent contacts with federal, state and local agencies, civic groups, the general public and vendors to respond to and evaluate mapping and supply needs and for the purchasing of cartographic equipment and printing services.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles and practices of cartographic design and drafting; of the applications of computer-aided drafting and design equipment to product maps of high resolution and quality; and trends in map making technology. Considerable knowledge of state and federal laws and policies specific to an agency's mapping operation; of supervisory principles and practices; and of quality control methods related to map services and products. Some knowledge of managerial principles and practices; and of Geographic Information Systems (GIS).

Skills: Skill in the use of computer-aided drafting and design equipment and software to instruct personnel in various applications and use.

Abilities: Demonstrated ability to manage and direct the production of a wide variety of cartographic services and products; to develop program goals and objectives; to identify and implement quality control instruments that monitor and aid in the evaluation of products and services; to evaluate and prioritize client needs; to develop program budgets, track expenditures and authorize payments; to evaluate equipment and training needs; to resolve and draft responses to legislative, state and local agency officials on cartographic issues and inquiries; and to communicate clearly and concisely, orally and in writing, with all levels of agency employees, clients, vendors, and the general public.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with a Bachelor's degree in geography, planning, or one of the physical sciences.

Level and Type of Experience: Progressively responsible experience in the Cartography field to include supervision of personnel.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
