CLASS CONCEPT/FUNCTION
This is the third and supervisory class in the Highway Permits and Subdivision series. Positions are located in highway residencies, and supervise the staff and manage the program which takes subdivision streets and rural road additions into state maintained secondary road systems. The program also includes issuance of land use permits for the use of highway right-of-way land by developers, individual landowners, utilities and other entities. This class is distinguished from the Highway Permits and Subdivision Specialist Senior class by the supervisory responsibility for multiple staff including professionals and charge coordinative/ management responsibilities for operational activities of complex or high volume permit and subdivision sections in the residencies.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of considerable difficulty. Work includes planning, scheduling, coordinating, and reviewing work of staff; hiring, firing, authorizing leave, conducting employee evaluations, identifying training and issuing standards of conduct or responding to grievances overseeing issuance of land use, hauling, and/or utility permits; overseeing collection of monies and sureties for permits; preparing budgets; reviewing completed projects, authorizing final acceptance of major and complex projects involving commercial, industrial, and residential developments relative to streets, entrances, and utilities, to ensure quality assurance for residency management overseeing compliance with agency's regulations and instructions and design standards; authorizing shutdown of projects for non-compliance; representing the residency at Board of Supervisor meetings, public hearings, or other governmental groups to interpret or present plans and regulations; negotiating with elected officials, developers, and management in project development; attending preconstruction hearings and/or on-site visits to determine if a planned project is feasible and if not, providing alternatives.
Supervision Given: Provides general supervision to multiple Highway Permit and Subdivision Specialists and Highway Permit and Subdivision Specialists Senior; may supervise Transportation Construction Inspectors and/or other support staff.
Supervision Received: Receives general direction from Resident or Assistant Resident Engineer.
Scope: Work is within a well-defined, narrow program within a residency, which may include several counties.
Impact of Actions: Satisfactory performance of the work has significant impact on the safety of the traveling public and cost incurred for maintenance of secondary roads. Inappropriate decisions may adversely impact essential working relationships between agency and county officials, developers, and citizens.
Personal Contacts: Frequent external verbal and written contacts with landowners, developers, elected officials, and citizens; businesses and their clients; contractors and utility company staff.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge: Considerable knowledge of construction materials, methods, and practices; principles and practices of roadway design; work site traffic control and safety practices; general construction inspection techniques; organization of local, city, and county governments; survey instruments and basic surveying procedures; automated programs; personnel management policies and procedures.

Abilities: Demonstrated ability to read and interpret rules, regulations, contracts, construction plans and specifications; ability to apply engineering principles and procedures to construction projects; to effectively negotiate within and outside the agency; to interpret and apply agency, state, and federal policies, rules, and regulations; to assess long-term effects of approved plans; to develop alternatives to construction plans; to coordinate program activities, and supervise and manage staff.
License or Certification: Valid operator's license.
Education or Training: Graduation from high school or technical school, or college course work related to the preceding knowledge and abilities.
Level and Type of Experience: Progressively responsible experience in the application of construction and maintenance practices and principles, project planning or related areas, and supervision of staff.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
CLASS HISTORY
This class was established as a result of a Classification Review/Specification Update study, effective February 16, 1994. Positions were previously assigned to the Transportation Technical Program Supervisor class.
