CLASS CONCEPT/FUNCTION

This class is the advanced level in the Highway Permits and Subdivision Series. Positions located in highway residencies specialize in administering the program which takes subdivision streets and rural road additions into the state maintained secondary road system and the program which issues land use permits for the use of highway right of way land by developers, individual landowners, utilities and other entities. These positions are solely dedicated to this work in order to foster a loin term relationship with utility companies, local political jurisdictions, contractors, developers, and their legal and financial representatives. Positions in this class are distinguished from those in the class Permits and Subdivision Specialist by their authority to independently authorize deviations from approved plans and independently accept subdivision streets into the secondary road system.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in administering highway programs involving subdivision and rural streets and land use permits. Positions review a wide variety of construction plans for projects such as entrances onto roadways, subdivision streets and the passage of utilities over/under the roadway in order to determine their compliance with Virginia Department of Transportation (VDOT) regulations and construction design standards; may make a pre-construction site review to determine if a project can be built as planned; advise person(s) submitting plans on changes necessary or their acceptance by VDOT; negotiate adjustments to plans to best meet the needs of VDOT and of the permit holder or developer; recommend deviations from construction and design standards to the Resident Engineer or to the position’s immediate supervisor; prepare permit packages, determining the amount of the required construction bond and the permit fee; provide information and advice to utility companies; local jurisdictions, developers, contractors and the general public on VDOT requirements for permits and the acceptance of roadways into the state secondary system. Positions review work in progress and at completion on multiple projects in order to verify continued compliance with VDOT requirements; when construction problems arise, authorize deviations from approved plans within the constraints of VDOT construction and design standards) inspect completed subdivision roads to determine acceptability into the state’s secondary road system; and accept or reject roads for inclusion in the secondary road system and prepare the necessary assemblies for the Resident Engineer’s signature. Positions may determine utility adjustments needed on small construction projects and advise local utilities about them and may determine the appropriateness of preliminary cost estimates for utility adjustments and the appropriateness of reimbursement amounts billed to the utility companies.

Supervision Given: May supervise Permits and Subdivision Specialists and clerical staff.

Supervision Received: Receives directions from a Highway Resident Engineer or an Assistant Resident Engineer.

Scope: Depending on the volume of work, positions in this class will be responsible for all or a portion of a residency’s permit and subdivision work.

Impact of Actions: The satisfactory performance of the work of these positions has a significant impact on the safety of the traveling public, the cost incurred for maintenance of secondary roads accepted into the state system, the smooth flow of traffic both during and after construction activities, and the goodwill of local political jurisdictions and the local business community.

Personal Contacts: Frequent contacts are made with private landowners, representatives of local jurisdictions, both elected officials and civil servants; developers, businesses, and their representatives; contractors; and utility companies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of construction materials, methods and practices; principles and practices of roadway design, work site traffic control and safety practices; general construction inspection techniques; organization of local city and county governments; and survey instruments and basic surveying procedures such as running levels.

Skills: Working skill in the use of surveying instruments.

Abilities: Demonstrated ability to read and interpret rules, regulations, contracts, and construction plans and specifications; work effectively with people at several levels within different outside organizations; communicate effectively both orally and in writing; assess potential long-term effects of deviating from approved plans or from VENT construction design standards; develop alternative design proposals which meet both VDOT and permit holders’ needs; and measure grades and sight distance using surveying instruments.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Valid Virginia Motor Vehicle Operator’s License. Must pass certification schools in Hydraulic Cement Concrete Construction, Central Mix Aggregate, Bituminous Concrete Paving and Nuclear Safety within two years of entering this class.

Education or Training: Graduation from high school or technical school or college course work related to the preceding knowledge, skills and abilities.

Level and Type of Experience: Experience in the inspection of roadway projects including traffic management, finished concrete and drainage or experience in roadway design.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this training and experience.
