CLASS CONCEPT/FUNCTION
This class is the journey level in the Highway Permits and Subdivision Series. Positions located in highway residencies specialize in assisting Highway Resident Engineers, Assistant Resident Engineers, or Permits and Subdivision Specialists-Senior in administering the program which takes subdivision streets and rural road additions into the state maintained secondary road system as well as the program which issues land use permits for the use of highway right of way land by developers, individual landowners, utilities and other entities. These positions are solely dedicated to this work in order to foster a long-term relationship with utility companies, local political jurisdictions, contractors, developers, and their legal and financial representatives. This class is distinguished from Highway Permits and Subdivision Specialist-Senior by the performance of routine assignments and recommending rather than independently approving changes.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate difficulty in administering highway programs involving subdivision and rural streets and land use permits. Positions review routine construction plans or portions of complex plans for projects such as entrances onto roadways, subdivision streets, and the passage of utilities over/under the roadway in order to determine their compliance with Virginia Department of Transportation (VDOT) regulations and construction design standards; may make a pre-construction site review to determine if a project can be built as planned; advise person(s) submitting plans on changes necessary for their acceptance by VDOT; and prepare permit packages determining the amount of the required construction bond and the permit fee. Positions provide information and advice to utility companies, local jurisdictions, developers, contractors and the general public on VDOT requirements for permits and acceptance of the roadway into the state secondary system; review work in progress and at completion on multiple projects in order to verify continued compliance with VDOT requirements, recommend deviations from approved plans when problems arise during construction; may determine utility adjustments needed on small construction projects and advise local utilities about them; and may determine the appropriateness of preliminary cost estimates for utility adjustments and the appropriateness of reimbursement amounts billed to the utility companies.
Supervision Given: Supervision is typically not a factor.
Supervision Received: General supervision is received from a Highway Resident Engineer, Assistant Resident Engineer or Permits and Subdivision Specialist-Senior.
Scope: These positions perform the less complex work and assist with the more complex work for all or a portion of a residency.
Impact of Actions: The satisfactory performance of the work of these positions has a significant impact on the administrative efficiency of the permits and subdivision programs which significantly affects the goodwill of local political jurisdictions and the local business community.
Personal Contacts: Frequent contacts are made with private landowners; representatives of local jurisdictions; developers, businesses and their representatives; contractors; and utility companies.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of construction materials, methods and practices; and the principles and practices of roadway design.

Abilities: Demonstrated ability to read and interpret rules, regulations, contracts, and construction plans and specifications; work effectively with people at various levels within different outside organizations; and communicate effectively both orally and in writing.
QUALIFICATIONS GUIDE*
Licenses or Certification: Valid Virginia Motor Vehicle Operator’s License. Must pass certification schools in Hydraulic Cement Concrete Construction, Central Mix Aggregate, Bituminous Concrete Paving and Nuclear Safety within two years of entering this class.
Education or Training: Graduation from high school or technical school or college course work related to the preceding knowledge and abilities.
Level and Type of Experience: Construction-related or roadway design experience.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
