TRANSPORTATION RIGHT OF WAY PROGRAM MANAGER

CLASS CONCEPT/FUNCTION
This is the second class and the second managerial level in the series of classes for positions which manage statewide Right of Way programs. Positions in this class either manage and direct multiple statewide Right of Way programs such as property management and reimbursement or manage and direct programs which have elements of construction and right of way activities present such as utilities. This class is distinguished from the Transportation Right of Way Assistant Program Manager by its responsibility for managing and directing multiple statewide Right of Way programs; its delegated authority for policy and procedure development/revision; and its responsibility to supervise Transportation Right of Way Assistant Program Managers.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs managerial work of considerable difficulty. Manages multiple statewide Right of Way programs through long- and short-range program planning. Develops program goals and objectives, oversees the development of drafts to new and revisions to existing program policies, procedures, work applications and methods; and authorizes deviations to policies, procedures, work applications and methods on situations which will set precedents. Manages and administers complex programmatic activities including budget formulation, and identification of needed financial and human resources; and identifies the need for and oversees the development and implementation of training programs. Initiates and reviews public information releases; determines the need for administrative adjustments on appraisals to settle difficult claims; works with districts in the relocation of homeowners, tenants, and business owners to including assisting with replacement sites, specialized appraisals, and contractual problems; corresponds and meets with utility and municipality personnel and officials; monitors and provides technical guidance on statewide utility relocation work.
Supervision Given: Directs the work of Transportation Right of Way Assistant Program Managers and gives technical advice and guidance to other right of way field personnel.
Supervision Received: Receives administrative direction from a Transportation Division Assistant Administrator or Transportation Division Administrator.
Scope: Positions in this class have statewide managerial responsibilities for multiple statewide Right of Way programs which requires managing, planning and monitoring program activities. Work products are used by field offices and occasionally by other state and federal agencies to acquire land or other property for the construction or maintenance of interstate, primary, urban, and secondary transportation systems.
Impact of Actions: Programmatic decisions affect the ability of the agency to meet commitments to the public and overall right of way program objectives and the ability of field offices to successfully implement program changes.
Personal Contacts: Frequent internal and external contact with all levels of agency employees, federal and state government officials, attorneys, staff at the Attorney General's office, local government officials, consultants, public service corporations, special interest groups, the general public, and private sector businesses for the purpose of giving, receiving, and clarifying information pertaining to various program activities.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of agency, local, state, and federal rules, laws, regulations, methods, policies and procedures pertaining to the particular programs and assigned functions; of managerial principles and practices; of program monitoring requirements and techniques; of project management methods and techniques; and of automated system capabilities to plan and enhance programs.

Abilities: Demonstrated ability to manage multiple statewide programs; interpret state and federal regulations and laws; develop program goals and objectives; administer and interpret agency, state and federal policies, rules and regulations peculiar to the particular program areas assigned; identify needed financial and human resources and develop operating budgets; identify viable training programs and monitor their implementation; establish and maintain effective working relationships with upper level management, government officials legislators, district personnel, and public and private entities; and to communicate effectively both orally and in writing.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from an accredited college or university with major course work in real estate, business administration, or a related field.
Level and Type of Experience: Progressively responsible managerial experience.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
