TRANSPORTATION DISTRICT RIGHT OF WAY MANAGER

CLASS CONCEPT/FUNCTION
This is the second class and the second managerial level in the series of classes for positions which administer right of way programs in agency district offices. Positions in this class manage and direct a comprehensive district right of way program. This class is distinguished from the Transportation District Assistant Right of Way Manager by its responsibility for managing and directing a district's right of way program.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs managerial work of considerable difficulty. Manages a district right of way program by managing and directing the implementation of program policies, procedures, work techniques, and methods and by approving or setting goals and objectives for operating units. Identifies financial and human resource needs and oversees the preparation of the district right of way operating budget; plans for employee training and development and works to resolve employee relations issues; prioritizes major right of way projects; oversees the preparation of data for eminent domain proceedings and consults with local attorneys; reviews and approves negotiation, appraisal, relocation reports and all secondary right of way estimates; works with fee attorneys to reach settlements with property owners; works directly with corporations, commercial properties, and attorneys to remove construction conflicts; authorizes the use of special operating procedures that give directions and guidance in special situations; and reviews and discusses with other transportation officials and engineers the feasibility of proposed locations and recommends alternatives when appropriate to reduce costs.
Supervision Given: Provides direction to Transportation District Right of Way Assistant Managers and Highway District Utility Engineers. Technical supervision is given to consultants and fee appraisers.
Supervision Received: Receives direction and technical guidance from a Transportation Assistant District Administrator.
Scope: The work spans all facets of a district right of way program by managing and directing district program operations to acquire land or other property for the construction or maintenance of primary, urban, and secondary transportation systems.
Impact of Actions: Effective job performance results in meeting advertisement and construction schedules. This results in the Commonwealth's realization of transportation planning goals and objectives. Errors in determining district program direction and goals could result in missed advertisement deadlines, economic harm to clients, additional costs and unfavorable publicity.
Personal Contacts: Frequent internal and external contact with district office personnel, local and fee attorneys, local government officials, clerks of the court, news media, realtors, property owners, business owners, consultant contractors, citizen groups and the general public to give, receive and clarify activities pertaining to right of way projects. Infrequent contact with state and federal officials.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of agency, local, state, and federal rules, laws, regulations, methods, policies and procedures relative to acquiring right of way; of real estate and contract law; of managerial principles and practices; and of project management methods and techniques. Working knowledge of surveying and mapping principles.

Abilities: Demonstrated ability to manage an direct a comprehensive field program; develop goals and objectives; administer and interpret program policies, procedures, work applications and methods; identify needed financial and human resources and prepare operating budgets; identify viable training programs and monitor their implementation; establish and maintain effective working relationships with local government officials, public and private entities; and to communicate effectively both orally and in writing.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from an accredited college or university with major course work in real estate, business administration, or a related field.
Level and Type of Experience: Progressively responsible managerial experience.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
