CLASS CONCEPT/FUNCTION

This is the sixth level in the Engineering Technician series. Positions in this class perform work tasks within such specialty areas as survey, right of way, location and design, bridge, data collection and analysis, planning, work zone safety or materials. Tasks are of considerable difficulty and require providing the highest level of technical support to professionals, along with supervision of technical and support staff within an assigned specialty area; or oversight of contractual performance; or planning and implementing control patterns and devices; or forecasting, developing strategies and transportation models; or operating an entire district or central laboratory testing program in a recognized material specialty area.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: This level is distinguished from the Engineering Technician V by its full range of supervisory responsibilities to include planning, coordinating and reviewing the work of technicians or support staff; or by working with consultant designers to include overseeing consultant contractual performance; or coordinating various statewide transportation related programs or activities; or completing project design on simple projects or complex portions of larger projects; or performing a broader range of transportation planning duties to include forecasting and developing strategies; or planning, implementing and overseeing safety control measures at construction work sites; or evaluating and interpreting materials testing results in a specialty area; or providing the highest level technical support to right of way professionals by completing sensitive assignments, coordinating unusual and sensitive real estate work, and auditing files. It is distinguished from the Engineering Technician VII by the latters responsibilities for administrative and technical duties for an assigned area, requiring the application of advanced technical engineering principles within the specialty area's programs or projects, e.g., bridge maintenance, construction, rehabilitation, and repair

BRIDGE

BRIDGE DESIGN DRAFTER SENIOR:

- performs extensive designing and detailing of structural components;

- prepares preliminary plans for structures;

- determines lengths, widths, clearance requirements, approximate size of components; and prepares preliminary cost estimates for various layouts.

DRAFTING

ENGINEERING DESIGN DRAFTING SUPERVISOR:

- plans, coordinates and reviews work of technicians engaged in drafting and design work for roadways;

- completes standard and unusual work such as grade crossings, approaches to over and underpasses, intersections and interchanges;

- modifies designs within existing standards.

OR

ENGINEERING DESIGN DRAFTING SPECIALIST:

- provides technical assistance to and reviews plans prepared by engineering drafting technicians, engineering design drafting technicians and consultants;

- oversees consultant contractual performance;

- coordinates project activities with a central office division and/or district;

- independently develops complete project designs utilizing automated engineering workstations;

- makes independent design decisions;

- coordinates project assignments with applicable district sections and residencies.

MATERIALS

TRANSPORTATION MATERIALS TECHNICIAN SUPERVISOR:

- supervises and evaluates the work of technicians engaged in materials sampling, testing, monitoring and/or inspections;

- evaluates test procedures, materials failures, and/or materials specifications;

- writes technical reports regarding materials findings and recommendations; and oversees the preparation of documentation certifying materials used in highway construction at the conclusion of a project.

OR

TRANSPORTATION MATERIALS TECHNICIAN SPECIALIST:

- coordinates the work of residency and other personnel in field measurements and assessments of pavement performance;

- inspects maintenance construction operations to ensure compliance with construction specifications;

- conducts and leads others in conducting complex, specialized materials tests at a central lab.

PLANNING/TRAFFIC

TRANSPORTATION DATA ANALYST SUPERVISOR:

- supervises staff in the collection and analysis of transportation data;

- independently conduct complex studies for traffic engineering and/or other planning and operational activities;

- determines quantities and cost estimates of traffic control devices/corrective measures.

OR

TRANSPORTATION PLANNING SPECIALIST SENIOR:

- specializes in activities involving identifying, gathering, analyzing, maintaining and reporting of a variety of transportation planning and scheduling data;

- analyzes Federal expenditure reports to monitor funding status for multiple projects;

- develops portions of long range transportation projects, plans and traffic forecasts for highway projects, site development and thoroughfare plans.

OR

WORK ZONE SAFETY OFFICER:

- provides technical guidance and direction to construction and maintenance staff on traffic control patterns and devices on project work sites;

- drafts and designs, reviews and approves work zone safety plans;

- prepares reports to document project inspection findings.

OR

TRANSPORTATION TECHNICAL PROGRAM COORDINATOR:

- serves as coordinator for various transportation related programs or activities on a statewide basis to include development, analysis, collection or processing of a variety of transportation data;

- provides final statewide certification on the completion of right of way work on construction projects and determines when special provisions must be obtained so that projects can go to ad;

- reviews and approves all plan assemblies.

RIGHT OF WAY

RIGHT OF WAY TECHNICIAN SUPERVISOR:

- provides the highest level technical support to right of way professionals by providing technical program counsel, opening and closing projects, and completing sensitive assignments or those with compressed paths/lead- times;

- prepares specialized reports such as audit and conveyance reports;

- completes routine and specialized audits on right of way project files to ensure compliance with state and federal laws, policies and procedures.

SURVEY

TRANSPORTATION ENGINEERING TECHNICIAN SUPERVISOR - SURVEY:

- plans, coordinates, reviews, and supervises the work of technicians engaged in conducting surveys for highway location and construction projects or securing photogrammetric work;

- provides technical direction and guidance in all phases of the work, authorizes deviations from original roadway location proposals;

- reviews plans and engineering data used for location survey including research to determine accuracy and completeness of data.

Supervision Given: Supervises or provides a high level of technical guidance to technicians involved in the most complex technical work.

Supervision Received: Positions receive supervision from an agency manager or engineer.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge:

(Bridge) Considerable knowledge of drafting methods and procedures; and of structure and bridge design and detailing. Working knowledge of mathematics to include algebra, geometry, and trigonometry.

(Drafting) Supervisor: Considerable knowledge of drafting/design techniques and procedures. Considerable knowledge of mathematics including algebra, geometry, and trigonometry.
