CLASS CONCEPT/FUNCTION
This is the fourth level in the Engineering Technician series. Positions in this class perform work tasks in such specialty areas as right of way, survey, drafting and design, data analysis, planning or materials. Tasks are of moderate to considerable difficulty, requiring the employee to independently analyze and formulate solutions to problems within the assigned area.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: This level is distinguished from the Engineering Technician III by its responsibility for greater independence of action and responsibility for the full cycle of special studies from inception to follow-up; or by compiling, formatting, editing, organizing, reviewing, analyzing, monitoring and presenting a variety of transportation planning, scheduling or related data from multiple sources; or by preparing, reviewing and finalizing real estate documents; or by making independent judgments and recommendations, interpreting test results and approving/rejecting/ modifying materials and/or sampling methods; or by performing the full range of surveying responsibilities; or by performing work that involves the entire drafting process to include creating routine designs. It is distinguished from the Engineering Technician V by the latters responsibilities for the beginning level design of structures and bridges.
DRAFTING
ENGINEERING DESIGN DRAFTING TECHNICIAN:
- drafts difficult layouts and drawings of roadway, drainage, structural, building, electrical and/or mechanical projects/devices using automated or manual drafting equipment;
- computes grade elevations and makes contour maps of proposed construction sites;
- compiles quantities of materials and estimates of project(s) costs
MATERIALS
TRANSPORTATION MATERIALS TECHNICIAN SENIOR:
- inspects, monitors, tests, analyzes and approves producers'/
suppliers' methods and materials;

- uses statistical formulas to compare and analyze test results;
- conducts and/or leads a crew in soil surveys and minor structure, bridge foundation and borrow pit site investigations.
PLANNING/TRAFFIC
TRANSPORTATION DATA ANALYST SENIOR:
- conducts engineering studies for traffic engineering and/or other planning and operational area;
- determines quantities and cost estimates of traffic control devices/correction measures;
- prepare diagrams, sketches and scale drawings of study sites, both current and proposed.
OR
TRANSPORTATION PLANNING SPECIALIST:
- identifies, gathers and analyzes a variety of planning and scheduling data;
- prepares maps, graphs, charts and diagrams to illustrate traffic movement and proposed changes to existing roadways;
- forecasts traffic volumes for site specific, projects and special studies for engineering design and planning improvement projects.
RIGHT OF WAY
RIGHT OF WAY TECHNICIAN:
- drafts, prepares, and finalizes legal descriptions, i.e., offers to landowners, plats, and updates to titles;
- determines the accuracy and completeness of legal documents, plats, computation of area, and interest payments and recording fees;
- reviews file information within central office, districts, and residencies to ensure compliance with state and federal laws, i.e., involuntary and involuntary conveyances, project finalization and closing for federal aid reimbursement;
- independently coordinates and controls workflow, processes and methods used to ensure that project deadlines are met;
- performs routine audits such as on voluntary conveyance files and fiscal transactions.
SURVEY
TRANSPORTATION ENGINEERING TECHNICIAN SENIOR-SURVEY:
- establishes traverse lines for photogrammetric surveys;
- calculates alignments and grades by using advanced mathematics;

- prepares scale drawings, contour maps and closed property plats.
Supervision Given: Supervision is not a factor but some positions may lead a small number of technical staff involved in data collection and analysis.
Supervision Received: Positions receive supervision from a higher level technician or engineer.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge:
(Drafting) Working knowledge of drafting techniques and procedures; of design features and procedures relative to assigned area(s); and of mathematics to include algebra, geometry and trigonometry.
(Materials) Working knowledge of materials and sampling methods and procedures; characteristics of materials used in the construction of roads, bridges and structures; and agency/federal materials sampling and testing guidelines.
(Planning/Traffic) Traffic: Considerable knowledge of transportation data collection and analysis techniques and procedures; of mathematics; and traffic engineering principles.
Planning: Working knowledge of drafting techniques and procedures; of data collection equipment and software; of concepts and standards relative to applicable program area; and statistical analysis.
(Right of Way) Working knowledge of right of way laws, policies and practices related to real estate and land transactions; of right of way procedures and required documentation; and real estate terminology and the various types of legal instruments used.
(Survey) Considerable knowledge of highway surveying practices and procedures; of surveying equipment and instruments to include electronic data collection systems, global positioning systems and programmable calculators and personal computers; and of mathematics to include algebra, geometry and trigonometry.
Skills:
(Drafting) Considerable skill in the use of drafting instruments.
(Materials) Considerable skill in the operation of sensitive testing equipment.
(Planning/Traffic) Traffic: None.
Planning: Working skill in the operation of microcomputers and data collection equipment.

(Right of Way) Some skill in the use of CADD workstations. Considerable skill in the operation of personal computers, standard office software, and data base systems.
(Survey) Considerable skill in the operation of surveying instruments, programmable calculators and computers. Working skill in the operation of CADD workstations.
Abilities:
(Drafting) Demonstrated ability to interpret and apply design standards, specifications, and written and oral instructions to the design and drafting process; to read and interpret survey data and construction plans; and perform advanced mathematical computations.
(Materials) Demonstrated ability to analyze data and draw logical conclusions; to perform mathematical computations; read gauges of testing equipment and record data; to read and interpret various plans and specifications; and to follow oral and written instructions.
(Planning/Traffic) Traffic: Demonstrated ability to analyze, identify problems, and develop plans/recommendations for corrective traffic control measures; to interpret and apply traffic engineering standards; to design and draft traffic control plans; to work independently; and to read highway plans and maps.
Planning: Demonstrated ability to compile and analyze a variety of engineering data and present it logically using charts, proportional maps/diagrams and programmatic illustrations; to communicate effectively orally and in writing; to read and interpret construction plans and specifications; to read and interpret policies, procedures and technical documents; and to perform mathematical computations.
(Right of Way) Demonstrated ability to follow generally accepted research methods related to real estate and land records; to read, interpret and update highway plans with right of way data; to perform mathematical calculations, i.e., acreage; to identify and organize data in order to arrive at logical conclusions; to communicate effectively orally and in writing; and to read/interpret policies and procedures.
(Survey) Demonstrated ability to read and interpret construction plans drawings, aerial photographs, contour maps and survey data; to train and provide guidance to others; to research courthouse records;
to perform advanced mathematical computations; to maintain accurate and complete records; and to work outdoors in adverse weather conditions.

Education and Training:
(Drafting) Graduation from high school or equivalent with course work related to drafting, mathematics, or surveying.
(Materials) Graduation from high school or equivalent.
(Planning/Traffic) Traffic: Graduation from high school or equivalent with additional course work or training related to drafting.
Planning: Graduation from high school or equivalent, with some technical school or course work in a related field.
(Right of Way) Graduation from high school or equivalent, with courses in algebra and geometry; and with additional course work in a related field.
(Survey) Graduation from high school or equivalent with course work in algebra, geometry and trigonometry.
Level and Type of Experience:
(Drafting) Experience in drafting and detailing road, building, electrical, or mechanical construction plans.
(Materials) Experience in testing various road, bridge and structural materials; and using inspection and evaluation procedures.
(Planning/Traffic) Traffic: Experience in analyzing transportation data and developing recommendations for corrective actions.
Planning: Experience in the collection and analysis of technical data.
(Right of Way) Experience in applying real estate terminology; performing real estate research; and reading plans, plats or blueprints.
(Survey) Experience in conducting a wide variety of engineering surveys and processing electronically collected data.
Other Considerations:
(Materials) Positions may be required to work in the vicinity of/or operate equipment and devices emitting low-level ionizing radiation.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
CLASS HISTORY
This class was established by the Virginia Department of Transportation by its 1994 Engineering Technician Series Merger. This class replaces the classes Engineering Design Drafting Technician, Transportation Materials Technician Senior, Transportation Data Analyst Senior, Right of Way Technician, Transportation Engineering Technician Senior - Survey, CADD Technician, and Transportation Planning Specialist.
