CLASS CONCEPT/FUNCTION
This is the third level in the Engineering Technician series. Positions in this class perform work tasks in the specialty area of traffic. Tasks are of moderate difficulty, requiring the employee to determine which methods are appropriate from a number of given options.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: This level is distinguished from the Engineering Technician II by its responsibility for a combination of data collection and analysis duties. It is distinguished from the Engineering Technician IV by the latters responsibility for increased independence of action and for the full cycle of special traffic studies from inception to follow-up; or for compiling, formatting, editing, organizing, reviewing, analyzing, monitoring and presenting a variety of transportation planning, scheduling or related data from multiple sources; or for exercising independent judgment, interpreting test results and approving/rejecting or modifying materials and/or sampling methods; or for requiring completion of the full range of surveying responsibilities; or for performing work that involves the entire drafting process and and includes creating routine designs; or for the full cycle of document review, preparation and reporting within the area assigned; or for the full range of work flow and processes within one or more right of way specialty areas.
PLANNING/TRAFFIC
TRANSPORTATION DATA ANALYST:
- performs a combination of data collection and data analyses duties to facilitate the development/alteration of traffic control devices, planning efforts and roadway design projects;
- uses visual observations to determine viability of data;
- identifies traffic problems or safety hazards and recommends corrective actions to improve safety, traffic/travel conditions and prepares written report of findings.
Supervision Given: Supervision is not a factor.
Supervision Received: Positions receive supervision from a higher level technician or engineer.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge:
(Traffic) Working knowledge of data collection techniques; and of basic mathematics. Some knowledge of traffic engineering principles; data collection software; and of basic electronics to perform minor repair and preventative maintenance on equipment.
Skills:
(Traffic) None.
Abilities:
(Traffic) Demonstrated ability to collect, edit, and manipulate data using automated equipment; to perform basic mathematical calculations; to perform basic repair and preventative maintenance on data collection devices; and to analyze data and make recommendations on traffic control measures.
QUALIFICATIONS GUIDE*
Licenses or Certifications:
(Traffic) None.
Education and Training:
(Traffic) Graduation from high school or equivalent.
Level and Type of Experience:
(Traffic) Some experience collecting and manipulating traffic engineering data, data analysis and maintaining data collection equipment.
Other Considerations: None.
An equivalent combination of training and experience indicating possession of the preceding knowledgess, skills and abilities may substitute for this education and experience.

This class was established by the Virginia Department of Transportation by its 1994 Engineering Technician Series Merger. This class replaces the class Transportation Data Analyst.
