CLASS CONCEPT/FUNCTION

This is the third class in the Epidemiology Program series which is composed of positions responsible for the direct provision of epidemiological services to the public regarding the identification and control of communicable diseases. Positions in this class typically supervise a communicable disease program within a region. This class is distinguished from the Epidemiology Program Supervisor by its responsibility to manage a region-wide epidemiology program, including the supervision of epidemiology staff, the establishment of program objectives, and the evaluation of program effectiveness.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring the independent supervision of sexually transmitted disease programs in an assigned region. The work typically involves planning and supervising program activities and producing analytical reports relating to the program. Collects, analyzes and interprets morbidity, surveillance and epidemiological data. Trains, supervises and evaluates staff, often accompanying them into the field to observe performance of testing and counseling procedures. Reviews policy manuals and instruction methods and recommends changes. Reviews reports submitted by subordinate staff and compiles reports for regional staff members and state program supervisors. Monitors and conducts formal evaluations of programs in local health departments. Plans and conducts in-service training for local health care providers. Interprets and implements federal and state policies, procedures and instructions. Instructs local health departments in record maintenance. Provides program information to health care and social services agencies and the general public. Works with health care providers and laboratory personnel to stress the importance of reporting disease cases and positive laboratory tests.

Supervision Given: Supervises Epidemiology Program Coordinators and other staff assigned to support the communicable disease program.

Supervision Received: Receives general directions from an Epidemiologist Senior or other higher level position.

Scope: Positions in this class supervise a regional epidemiology program.

Impact of Actions: Work has significant impact on the effectiveness of programs responsible for the timely intervention and control of communicable diseases, resulting in reduced health care costs and community health risks within a region.

Personal Contacts: Frequent external contact with the general public, patients, health care providers, infection control personnel, operators of private businesses, and public school officials to resolve operational problems, assign staff and collect case data. Occasional contact with media representatives to represent assigned program.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the cause, transmission, treatment, and prevention of communicable disease; and of federal and state laws, regulations, and policies regarding the reporting and control of communicable diseases. Working knowledge of supervisory principles and practices. Some knowledge of biostatistics and laboratory testing.

Skills: Skill in venipuncture.

Abilities: Demonstrated ability to prepare written and statistical reports; to coordinate and supervise the work of others; and to communicate effectively orally and in writing with health professionals and the general public.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in public health or other health science.

Level and Type of Experience: Experience in epidemiology, public health, or a related area.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

This class specification is the result of a Classification Review/Specification Update Program study and replaces the Epidemiology Program Supervisor class, effective November 1991.
