CLASS CONCEPT/FUNCTION
This is the second class in the Epidemiology Program series, which is composed of positions responsible for the direct provision of epidemiological services to the public regarding the identification and control of communicable diseases. Positions in this class coordinate testing, counseling, education and referral activities for clients diagnosed with a communicable disease and supervise the performance of these activities by lower level positions within a district. This class is distinguished from the Epidemiology Program Representative by its supervisory and activity coordination responsibilities. It is distinguished from the Epidemiology Program Supervisor Senior by the latter's responsibility for supervising a communicable disease program within a region.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate difficulty directing the daily operation of a communicable disease program within an assigned geographic area. Duties include developing, implementing and evaluating counseling, education and referral activities by subordinate staff utilized in the treatment of communicable diseases. Interviews clients in health department clinics and other settings, and analyzes data. Evaluates priority cases for authenticity and accuracy. Collects blood samples and perform other disease testing procedures. Works with infectious disease officials in hospitals and private practice settings to implement program objectives. Monitors laboratory reporting of positive serologies and cultures. Reviews reports written by subordinate staff and writes reports for regional supervisor. Trains staff and health care providers in counseling, referral and preventive techniques. Determines staff assignments to maximize utilization of resources to meet a variety of problems.
Supervision Given: Supervises epidemiology Program Representatives and other lower level support personnel.
Supervision Received: Receives direction from an Epidemiology Program Supervisor Senior or other higher level positions.
Scope: Supervises and coordinates testing, counseling, educational and referral activities for clients with communicable diseases within a specified geographic area.
Impact of Actions: Work has a moderate impact on the effectiveness of programs responsible for the timely intervention and control of communicable disease, resulting in reduced health care costs and local community health risks.
Personal Contacts: Frequent external contact with the general public, patients, health care providers, infection control personnel and/or public school officials to resolve operational problems and to exchange information and arrange testing procedures. Occasional external contact with media representatives to represent assigned program.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of the cause, transmission, treatment, and prevention of communicable diseases. Some knowledge of supervisory practices and principles of biostatistics and laboratory testing procedures.
Skills: Skill in venipuncture.
Abilities: Demonstrated ability to collect and analyze data; to communicate effectively orally and in writing with health care professionals and the general public; and to coordinate and supervise the work of others.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from an accredited college or university with course work in public health or a related field.
Level and Type of Experience: Experience in epidemiology, public health, or a related area.
An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
