CLASS CONCEPT/FUNCTION
This class is the second class in the Geologist Management series. This position class serves as manager and administrator of geologic and support branches consisting of several activity sections within the Department of Mines, Minerals and Energy's Division of Mineral Resources. The division is responsible for examining the geology and mineral resources of the Commonwealth, with special emphasis on economic products and energy resources. This class is distinguished from the Geologist Supervisor class by its responsibility for ensuring that the branch's goals and objectives are met, and for managing the geologic, mineral resources, environmental geology, budgets and administrative operations of two or more sections. It is distinguished from the State Deputy Geologist class by the latter's responsibility for managing the division's operation; for determining needs for geologic, mineral resource, and topographic projects; and for establishing the priorities and guidelines for planning and carrying out those projects.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of considerable difficulty in managing the execution of the sections' operational plans. Oversees the accomplishment of annual goals and objectives by monitoring programs through periodic reviews and visits to work sites, and by documenting and maintaining records of progress. Ensures prescribed standards of operation. Oversees personnel activities which includes maintaining current position descriptions; completing performance appraisals; reviewing changes in work assignments; and resolving employee relations problems. Resolves procedural problems and establishes and revises procedures to meet changing requirements. Manages branch budget by monitoring expenditures and contract activities. Manages communications and publication of technical papers and articles. Performs independent studies to develop and provide geologic information to interested parties. Assists the State Geologist of State Deputy Geologist by developing program plans related to mineral resources, applied geology, and topographic mapping. Advises the agency head and the State Geologist on division policy, anticipated requirements and activities, and the impact of legislative proposals.
Supervision Given: Supervises support staff, including Geologists, Geologist Seniors, Geologist Supervisors, technicians, and office services personnel.
Supervision Received: Receives general direction from the State Geologist or State Deputy Geologist in managing the division. Exercises considerable independence in making decisions on operational procedures in budget, personnel, communications, and research activities. Receives guidance in non-routine or complex issues in geology, public relations, budget, contracts, programs, personnel, and responses to request from other state agencies and clients.
Scope: Manages programs affecting the branch's services to clients throughout the state in terms of geologic resources and information.
Impact of Actions: Makes decisions on management and operation of the branch, primarily in the areas of budget, personnel, communications, and research. Errors in decisions or recommendations could cause excessive costs to the agency and reduced quality of service and information provided.
Personal Contacts: Frequent internal and external contact with governmental and private clients in areas of geologic programs and administrative operations of the division.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of the principles and practices of geophysical, geochemical and minerals resources, governmental budgeting policies and procedures, personnel administration, and governmental regulations and operations in the areas of mineral resources and geologic surveys.

Abilities: Demonstrated ability to plan and manage geologic studies and to conduct independent geologic studies; to direct and coordinate the efforts of others; to communicate effectively, both orally and in writing; and to establish working relationships with government officials at all levels and with members of the private sector.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from an accredited college or university with advanced course work in geology or a related field, such as chemistry, physics, or other physical science.
Level and Type of Experience: Progressively responsible experience in geology and mineral resources management, including the supervision of geologists or other professional employees.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
