CLASS CONCEPT/FUETION

This is an agency unique management class in the Capital Outlay Series at the Department of General Services responsible for planning and directing the statewide capital outlay review program. The work is intended to ensure state capital projects are carried out in accordance with the law and regulations, and result in buildings of sound construction that efficiently utilizes limited state resources. This class is distinguished from the Capital Outlay Program Director in that it is responsible for the technical review of all capital outlay plans and specifications and the administration of design-build and construction management programs for facilities owned, leased and/or occupied by all state agencies. It is distinguished from the State Capital Outlay Review Supervisor by its responsibility for overall management of the statewide capital outlay program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty managing a complex engineering and building program involving a wide range of managerial and administrative duties requiring independent actions to identify problems, opportunities, needs and concerns and to determine and take appropriate actions to assure capital outlay review activities meet all tests for administrative and statutory compliance. Positions typically plan and direct current and future program activities by reviewing preplanning documents and specifications for functionalism, economy, quality of construction and compliance with all applicable statutes and codes; recommending and implementing actions; representing the Department of General Services in consultations with agency heads and other public and private sector officials to coordinate projects, explaining operational and administrative programs of the Division and to assure agency plans are in compliance with administrative and statutory requirements; conducting surveys, analyzing results and recommending actions to assure all facilities meet applicable safety standards and conform to all applicable statutes and codes.

Supervision Given: Directs the work of supervisors who are specialized in the areas of architecture and engineering and who provide direct supervision to other professional and technical positions.

Supervision Received: Receives administrative direction from the Engineering and Buildings Assistant Director and has considerable latitude to plan, develop, implement, refine and evaluate program activities within broad program and policy guidelines.

Scope: Positions in this class direct the activities of an organizational unit essential to the accomplishment of the agency mission. Assignments directly affect the quality and suitabi1ity of state faci1ties, and the usefulness of state facilities on a long-term basis.

Impact of Actions: Positions in this class make independent judgments on matters which have long-term and consequential impacts on the cost, effectiveness, efficiency, quality and safety of state facilities.

Personal Contacts: Frequent internal and external contact is made at high levels of state government to give status reports, resolve issues, and plan. Frequent contacts are made with the Office of the Attorney General, agency heads, contracting firms, Cabinet Secretaries, members of the press and the public to coordinate projects, resolve complaints, provide information on Division activities and ensure compliance with applicable codes and statutes.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of state and federal policies, practices, laws and regulations, engineering and architectural practices, and principles of public administration.

Skills: None identified for this class.

Abilities: Demonstrated ability to interpret and apply laws, guidelines and directives that apply to unit activities; develop appropriate unit budget and strategic plans; and to organize, direct and evaluate staff activities.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None. Professional Engineer or Registered Architect is preferred.

Education or Training: Graduation from an accredited college or university with major studies in architecture, or related engineering, construction management, and public administration.

Level and Type of Experience: Progressively responsible experience in facilities planning, supervision of professional staff and responsibility for directing an entire program or a combination of specialty areas within a program, such as construction management, budget development, or planning and design.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class replaces the Facilities Planning and Operations Director class, as a result of a classification study of related classes and the statewide Classification Review/Specification Update Program, effective October 16, 1989.
