CLA5S CONCEPT/FUNCTION

This is an agency unique class and the supervisory level of the Capital Outlay Series at the Department of General Services. Positions in this class are responsible for supervising the work of State Review Architect/Engineers for the purpose of reviewing preplanning studies, plans, and specifications for state capital outlay projects, including review of design-build projects and monitoring of state construction management projects. This class is distinguished from the State Capital Outlay Review Manager by the latter’s overall responsibility for the statewide capital outlay program and is distinguished from the State Review Architect/Engineer class by the Supervisor’s responsibility for the day-to-day supervision of elements of the state capital outlay program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty by assigning projects to subordinate positions; establishing capital outlay review schedules and monitoring compliance to these schedules; establishing project inspection and agency visit schedules; preparing progress reports; and working with agencies on special projects. Positions in this class also conduct reviews of capital outlay projects in the fields of architectural, electrical, civil, or mechanical engineering. Positions in this class review and recommend for approval or disapproval, capital outlay preplanning justifications and studies submitted by state agencies in order to ensure completeness, accuracy, feasibility, economy, energy conservation, quality of construction, and reasonable cost estimates. Reviews and recommends for approval or disapproval, plans and specifications prepared by architectural and engineering consultants in order to ensure that the design is functional, complete, and accurate; the specifications allow competitive bidding; energy conservation and quality of construction are maintained; systems specified have low maintenance costs; the design complies with the Virginia Uniform Statewide Building Code and policies established by the Division of Engineering and Buildings; and contract awards fall within the limits of the appropriation for the project. approval of review agencies such as the Art and Architectural Review Board. Conducts final inspections of completed projects to ensure compliance with contract documents and code requirements. Provides technical guidance to state agencies and acts as liaison with contract architects and engineers in the development of capital outlay project plans. Designs small projects for state agencies when funds are not available or it is not practicable to hire an outside design firm. Reviews and evaluates design-build proposals in order to select the appropriately designed and engineered facility; directs state agencies in following guidelines of design-build and construction management; assists agencies in negotiating changes in the project proposal to optimize all aspects of the facility design; and monitors ongoing construction projects to assess progress and judge the performance of the contractor.

Supervision Given: Positions provide full supervision to State Review Architect/Engineers.

Supervision Received: Performs work under the administrative direction of the State Capital Outlay Review Manager.

Scope: Employees in this class are responsible for a statewide capital outlay project review program.

Impact of Actions: Positions in this class are responsible for ensuring that all capital outlay project reviews will be properly conducted and followed up as appropriate. Positions in this class have a major and direct effect in ensuring all projects are properly designed and constructed.

Personal Contacts: Frequent internal and external contact with other state agencies, private vendors, and the Attorney General’s Office regarding project design and review, technical advice, and clarification of technical issues.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the Capital Outlay process, state and federal policies and regulations, and engineering and architectural practices.

Abilities: Demonstrated ability to supervise the work of others; to interpret policies; analyze problems and offer solutions; write comprehensive technical reports; and critically review design, project construction, and cost justifications.

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensed Professional Engineer or Architect preferred.

Education or Training: Graduation from an accredited college or university with major studies in architecture or engineering.

Level and Type of Experience: Extensive experience related to the program area.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
