CLASS CONCEPT/FUNCTION

This is the third class in the Architectural Series for classes that are responsible for the research, development, design, construction, alteration or repair of state real property. Positions assigned to this class are responsible for the final reviewing and approving of designs, plans and specifications; acting as a consultant to agency administrators; and administering capital outlay program budget design requirements. Architect Consultants may supervise other architects and technical support staff or may stand alone and act as the highest level architectural consultant in their assigned program area. This class is distinguished from the Architect Senior class by the authority for final review and approval of all aspects of the architectural work for complex facilities, including educational, health or correctional institutions and may involve coordination with local and state officials having various plans and regulations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Positions in this class are responsible for final review and approval of architectural designs and plans. Specifications and final plans are reviewed in order to ensure proper location site, adequacy of plans and specifications from a functional and aesthetic viewpoint, economical construction, low maintenance cost, and compliance with federal and state laws and codes. Estimates budget requirements for capital outlay projects; establishes technical and economic constraints on projects undertaken; and serves as a consultant and liaison between consultants, architects and other agency or local officials, in order to initiate and complete capital outlay projects. Positions assigned to this class may be responsible for inspecting construction projects; approving contractors work and subsequent payments; and resolving conflicts between the contractor and agency.

Supervision Given: Positions in this class may be supervisory or non-supervisory. General supervision may be provided to Architect Seniors, Architects, technicians or other workers. Architect Consultants are responsible for providing technical supervision and guidance to agency personnel.

Supervision Received: General direction is received from an agency administrator or higher level professional who provides a general outline of the work to be performed.

Scope: For positions that supervise, work activities affect the ability of subordinates to carry out their responsibilities. In all positions, work affects the ability of the organization to develop, implement and assess its capital outlay program in a timely, cost effective and aesthetically pleasing manner.

Impact of Actions: Decisions made and work plans and designs approved affect the agency’s operating and capital outlay budgets as well as the outcome of major building/renovation projects. Poor or inadequate decisions could result in additional or excessive financial burden to the agency. Work activities affect private firms and other state agencies’ ability to conduct work.

Personal Contacts: Frequent contacts occur, written and oral, with private firms and vendors, other agency staff executives, other state agency officials and all levels of public officials. Contacts are made for the purposes of obtaining and providing capital outlay, architectural, consultant and other general information.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of architectural principles, practices and procedures; and capital outlay planning, and contract administration. Working knowledge of engineering principles and practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and prioritize work; develop work schedules and time frames; develop design standards and specifications; communicate effectively with a variety of individuals; review and evaluate all aspects of architectural work and resolve problems; and supervise the work of others, as required.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with a degree in architecture or related field.

Level and Type of Experience: Progressively responsible architectural experience to include consulting and directing the work of others.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

CLASS HISTORY

Class re-titled and redefined in October 1988 as a result of the statewide Classification Review/Specification Update Program. This class replaces the Architect C class.
