CLASS CONCEPT/FUNCTION

This is a single position class responsible for planning and directing the agency's capital projects activities. Positions exercise independent judgment and decision making to ensure the agency's engineering and capital projects are carried out in accordance with the law and regulations, and result in facilities of sound construction that efficiently utilizes limited agency resources. This class plans, develops and directs a comprehensive range of administrative, management and technical functions in an agency which is characterized by a central staff and a national and international dispersion of field offices. The Director sets broad policies; exercises overall responsibility for the execution of these policies; and provides specialized consultations on a local, regional, statewide or national basis.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty by directing a complex port engineering and building program involving a wide range of managerial and administrative duties requiring independent actions to identify problems, opportunities, needs and concerns and to determine and take appropriate actions to assure the port engineering and port capital outlay program activities meet all tests for administrative and statutory compliance. Positions typically plan and direct current and future program activities by reviewing preplanning documents and specifications for proper bidding, constructability and economy, quality of construction and compliance with all applicable statutes and codes; recommending and implementing actions; representing the Authority in consultations with Department of General Services, other agency heads and other public and private sector officials to coordinate projects, explaining operational and administrative programs of the agency and to assure agency plans are in compliance with administrative and statutory requirements. Position responsibilities also include oversight and supervision f the Authority's construction and maintenance programs; working with the Treasurer of the Authority on development and approval of capital outlay (CO) and planning projects; coordinating long-range plans for agency facilities; providing detailed reports to the Board of Commissioners on related projects; representing and acting for the Deputy Executive Director for Operations/General Counsel in a variety of administrative matters; providing cost and method support to the marking efforts; providing supervision and guidance in state and federal permits and regulatory matters. May have additional responsibilities assisting non state-owned ports through the administration and/or coordination of water resource projects, which involves financial or technical assistance to localities. Positions in this class have major responsibilities to interpret state and federal policies; advise the Executive Director, Deputy Executive Director for Operations/General Counsel, other management and employees; and for the daily policy direction and guidance for the full range of agency roles.

Supervision Given: Directs the work of a staff of professionals, who in turn, manage or supervise other professionals, paraprofessionals and office services positions in carrying out the various agency functions.

Supervision Received: Receives direction from the Deputy Executive Director for Operations/General Counsel. This position has considerable latitude to plan and implement work within very broad guidelines and stated goals. The Deputy Executive Director for Operations/General Counsel reviews work through periodic conferences and inspections at which progress toward achieving goals and objectives is noted.

Scope: Positions in this class plan, develop, direct and carry out vital agency-wide programs essential to the mission of the Authority and which affect large numbers of people on a long-term basis.

Impact of Actions: Positions in this class have a major and direct affect on the agency's programs and activities, ensuring that every aspect of responsibility is carried out in conformity with applicable laws, policies and state/federal regulations. Results of actions could positively or negatively affect the long-term interests of the Authority. Incorrect decisions could result in major costs in time, money and services or dissimilation of state and agency goodwill.

Personal Contacts: Frequent contacts with internal agency managers to explain and develop various projects, policies and goals; frequent contacts with officials in other state agencies, federal agencies, and oversight boards to obtain guidance, exchange program information and coordinate projects; frequent contacts with upper level management at the terminal operating company to ensure project coordination; frequent outside contacts with port users, ship lines, maritime associations, contractors and others to coordinate agency projects and activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles and practices of business administration, government systems and engineering.

Skills: None identified for this class.

Abilities: Demonstrated ability to design, plan and implement a broad range of agency programs; organize and direct the efforts of a professional staff; research and analyze a broad range of problems. Demonstrated ability to take positive steps for resolution; ability to communicate orally and negotiate effectively with diverse groups of agencies, consultants and officials; communicate effectively in writing; and provide a clear interpretation of regulations and policies that affect agency projects.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in engineering curricula, construction management, decision making, public administration or a related field.

 

 

Level and Type of Experience: Progressively responsible experience in facilities planning, supervision of professional staff and responsibility for directing an entire program or a combination of specialty areas within a program, such as construction management, budget development or planning and design.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
