CLASS CONCEPT/FUNCTION

This is a single class for positions that are responsible for providing engineering services for either facilities, institutions or state agencies. Positions assigned to this class are responsible for preparing construction plans, drawings, specifications, utility adjustments and survey data for the construction of airports, state parks and facilities, or capital outlay projects at the assigned institution. This class is distinguished from the Transportation Engineer class, in that positions in this class are found in agencies other than the Virginia Department of Transportation and perform civil engineering duties designing structures other than highways.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions assigned to this class perform work of moderate difficulty. Work activities include preparing engineering plans and conducting reviews of the proposed consultant plans for construction projects undertaken in the assigned area of responsibility. Preliminary estimates are made by the incumbents to determine costs, materials needed, structure adjustments, land use changes; and building or facilities location and lighting changes or other installations. Review and approval of work performed by consultants may be required. On-site inspections and field reviews are made to determine if contractual work is performed in accordance with prescribed engineering or agency standards and is within acceptable cost projections. A variety of consultant services are provided to other agency planners, engineers or architects or private businesses and localities in the form of engineering design development, and technical advice and guidance on agency standards and projects. Positions are responsible for providing technical advice, reviewing design services to local airports and aviation facilities’ owners or sponsors. Inspection of these facilities may also be required in order to determine engineering safety.

Supervision Given: Supervision of others is typically not a factor.

Supervision Received: General supervision is provided by higher level architects, planners or managers.

Scope: Work activities may extend beyond the institution or facility to which the position is assigned. Work activities can affect localities and private firms in all phases of design and construction activities.

Impact of Actions: Poorly designed facilities can result in cost overruns to the public and to private firms in the form of excessive maintenance and construction costs. The safety of the public can be affected by poorly designed facilities.

Personal Contacts: Frequent direct, telephone and written contacts are made with a variety of architects and engineering consultants, agency managers and administrators, and a variety of local officials and private firm representatives. Contacts are made for the purposes of: explaining and developing design plans, specifications and projects; resolving design problems and construction conflicts; and gathering needed engineering information.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of civil engineering principles and practices. Working knowledge of construction techniques of buildings, structures and roadways. Working knowledge of land building survey techniques and principles.

Skills: None identified for this class.

Abilities: Demonstrated ability to develop engineering designs, plans and specifications; read, interpret and modify construction plans and specifications; plan and coordinate multiple projects to include developing cost and labor estimates; work effectively with a variety of public and private representatives; and work independently.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with a degree in civil engineering or related field.

Level and Type of Experience: Progressively responsible experience in developing engineering designs for use by public and private facilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was created in October 1988 as a result of the Classification Review/Specification Update Program and replaces the Engineer, State Parks Facilities Engineer, and Institutional Planning and Construction Engineer A classes.
