Distinguishing Features of the Work

Supervises a Statewide program in the Health Department, Division of Engineering for the Bureau of Water Supply Engineering, the Bureau of Wastewater Enginei2iring., or the Bureau of Solid and Hazardous Waste Management.

The work involves responsibility for the development, implementation and supervision of programs for the assigned bureau. Responsibility exists for developing State work plans, monitoring and evaluating the performance, progress and fiscal status of the program; presenting program plans and status reports to the Division of Engineering Director or Deputy for review and approval; allocating resources, personnel and funds to meet goals and objectives; and developing technical policies, rules and regulations for the assigned bureau. Supervision is exercised over staff responsible for sub-program areas, such as enforcement, technical services, training, and data management. Work is performed under the general supervision of the Public Health Engineering Director and Deputy Director with wide latitude for independent decisions and actions.

Examples of duties characteristic of positions in this class:

  1. Plans, establishes and/or approves program policies, procedures and standards for all phases of the work in the assigned bureau; determines organization and staffing patterns; directs State permit programs for the assigned bureau.
  2. Confers with representatives of local, State and Federal agencies concerning cooperative projects and resource management planning; maintains continual liaison with officials of all levels of government, commissions, and other authorities concerning bureau programs.
  3. Reviews and interprets State and Federal laws, policies, rules, regulations and programs and recommends appropriate changes in Virginia State laws to conform with program requirements.

  5. Attends or conducts hearings concerning investigations and proposals related to bureau programs; advises and assists local government representatives and citizens; reviews reports of staff members attending or conducting similar hearings.
  6. Prepares formal reports on program activities for presentation to the Division of Engineering Director; serves as an engineering consultant and technical advisor to the Commissioner of Health and to any other programs within the Health Department.
  7. Interviews, selects and supervises program staff; prepares budget recommendations for the assigned bureau.
  8. Performs other duties as assigned.

 

Qualification Standards

Graduation from an accredited college or university with a Master’s degree in public health, environmental or sanitary engineering and seven years of experience in public health, environmental or sanitary engineering work, four years of which must have been in an administrative or supervisory capacity, and certification as a professional engineer in Virginia. Additional graduate work in public health, environmental or sanitary engineering may be substituted on an equivalent time basis for up to three years of the experience, provided there is no substitution for the four years of supervisory experience.

Thorough knowledge of the principles and practices of public health, environmental and sanitary engineering and problems of environmental sanitation; thorough knowledge of public health objectives, standards and methods in the program area assigned; thorough knowledge of legislation pertinent to the work; ability to coordinate and direct related specialized programs, ability to work effectively with the public; good administrative and organizational ability; ability to write and speak effectively.
