CLASS CONCEPT/FUNCTION

This is the third class in a series of classes that describes positions that are responsible for the development, construction and monitoring of the various mechanical systems used throughout State facilities or a complex physical plant. Positions in this class are managers of a complex mechanical engineering service of a physical plant or act as a consultant to a variety of state agencies. Positions are typically involved in the design, development, and monitoring of mechanical systems; preparing and monitoring budgetary information related to mechanical engineering projects; and analyzing and evaluating mechanical systems performance. This class is distinguished from the Mechanical Engineer Senior class by the assignment of duties affecting systems utilized throughout the state or an entire complex physical plant.

 

DISTINGUISHING FEATURES GF THE WORK

Complexity of Work: Performs work of considerable difficulty including the management of all physical plant functions within an agency to include developing specifications and drawings for the construction/renovation/installation of building components and systems; supervising/reviewing drawings of building components and systems; monitoring work performed by other personnel to ensure compliance with specifications; assessing current system efficiency, adequacy and economy and recommending appropriate changes; designing of construction and renovation projects for mechanical systems for agency and monitoring related construction. Functions as statewide consultant within a specific area related to mechanical engineering, such as assisting with development and implementation of a statewide program to maximize efficient use of water and energy in physical structures and mechanical systems of state agencies or manages the physical plant mechanical engineering services. Responsible for monitoring the overall mechanical operation of central heating plants; functioning as member of a maintenance review and consulting team with state agencies to monitor maintenance and operation of physical facilities.

Supervision Given: May supervise other engineers, trades workers and others involved in maintenance activities, designs and specification development and review.

Supervision Received: Performs work under the general direction of a higher level manager.

Scope: Positions in this class are responsible for the operation, maintenance, design and construction/renovation of mechanical systems throughout an agency or a specialized area throughout the State. Actions affect a wide range of activities.

Impact of Actions: Actions will have significant costs in time, money, or services if mechanical systems are not operating efficiently.

Personal Contacts: Frequent contacts with agency personnel, consulting engineers and architects, and contractors to discuss mechanical systems design, operation and functioning. Occasional contact with manufacturers or marketing representatives to discuss equipment needed for projects.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles and practices of mechanical engineering including utility systems, energy conservation and building construction.

Skills: None identified for this class.

Abilities: Demonstrated ability to perform mechanical engineering functions; analyze technical problems and make necessary corrections; direct the work of others and the mechanical operations of a physical plant; consult with others in order to evaluate and improve mechanical systems; and communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major studies in mechanical engineering or related engineering.

Level and Type of Experience: Considerable experience in professional level mechanical and plant utilizing principles and methods of engineering design and analysis.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

CLASS HISTORY

This class was in October 1988 rewritten as a result of the statewide Classification Review/Specification Update Program. This class replaces Mechanical Engineer C class.
