CLASS CONCEPT/FUNCTION

This is the second class in the Electrical Engineer Series for positions that are responsible for conducting activities concerned with the design and installation of electrical equipment and/or systems. Positions assigned to this class are responsible for independently designing or reviewing and approving plans and specifications for electrical installations, modifications or renovations. This class is distinguished from the Electrical Engineer by its responsibility for providing consultation, technical advice and approval of electrical device and system design, installation and problem resolution to agency field operations or other state agencies.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which requires the application of advanced electrical engineering review of electrical plans and specifications and in the installation and maintenance of complex electrical systems and devices. Work activities include preparing drawings, specifications and cost estimates of work projects; reviewing existing electrical systems to determine needs or requirements for efficient operations; reviewing plans and specifications prepared by consultants or other engineers to determine accuracy and completeness and conformance to applicable codes and regulations; approving consultant contract work to include on-site field inspections; providing technical advice to agency professionals and administrators on needed electrical systems or equipment modifications, renovations or installations. Positions prepare specifications for purchase of electrical equipment to be used by operating units or other state agencies; reviews bids, recommends awards and assesses performance of equipment or services purchased. Prepares and maintains cost records, specifications, schematics and plans for future use; and authorizes payments to contractors. May be required to prepare reports of activities required by federal, state and local agencies.

Supervision Given: Supervision is not typically a factor. However, positions in this class may give general supervision to Electrical Engineers, technicians or draftsmen. Positions provide technical advice and guidance to agency staff.

Supervision Received: Receives general direction from an agency administrator or higher level professional.

Scope: Positions at this level perform work that affects many operating units, and overall agency functions.

Impact of Actions: Decisions made, work plans, designs and consultant contracts approved affect own and other agencies day-to-day operations; operating and capital outlay budgets may also be affected.

Personal Contacts: Frequent contact, verbal and written, with a wide variety of state agency engineers, other professionals, administrators, and with private firms and vendors. Contacts are made for the purposes of discussing design requirements, purchase of services and products, and for the administration of contracts.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of electrical engineering principles, practices and procedures. Considerable knowledge of electrical codes, regulations, and installation procedures.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and prioritize work; develop work schedules and work within financial constraints on projects; develop design standards and specifications; negotiate, implement and monitor contracts; communicate design problems, system capabilities and limitations to a variety of individuals.

 

QUALIFICATIONS GUIDE*

Licenses or Certifications: None.

Education or Training: Graduation for an accredited college or university with course work in electrical engineering or related field.

Level and Type of Experience: Progressively responsible electrical engineering experience to include plan and specification design.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was created in October 1988 as a result of the Classification Review/Specification Update Program and replaces the Electrical Engineer C class.
