CLASS CONCEPT/FUNCTION

This is the managerial level class requiring the combination of managerial and engineering responsibilities. Positions in this class are responsible for directing and evaluating a technical service program by developing technical guidelines for the review and approval of plans and specifications, regulations, permits and closure plans. Positions set criteria to be followed by the professional staff in conducting surveillance and evaluation of surveys; evaluates new technologies and develops guidelines and regulations related to drinking water, wastewater, water resource supplies, marine habitat, hazardous waste, land reclamation, air quality, water restoration, or solid waste. This class has responsibility for the daily operations of a particular technical services program. The work provides extensive opportunity for the use of independent judgment within the scope of policies, standards and regulations established by the state and federal government and involves advanced environmental and sanitary engineering expertise. This class is distinguished from the Environmental Engineer Consultant class by having the responsibility for directing a major technical statewide program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Positions in this class establish policies and procedures for the review of engineering plans and specifications for conformance to state and federal regulations; may prepare grant proposals; evaluate technical proposals and assist in cost negotiations with engineers for design work; may develop and direct technical investigations of complaints and make reports regarding corrective action; develop project strategies; develop and direct special studies of an environmental, public health or sanitary engineering; nature; evaluate subordinate employees’ performance; provide "expert witness" testimony to the General Assembly and courts; prepare budgets and monitor section spending; develop and direct a surveillance program to ensure that program mandates are followed; establish the criteria used in the design of public water supply systems or sewage system

and treatment works; review permits for opening and closing of hazardous waste facilities; develop guidelines to be used for water reclamation and land reclamation projects; serve as the technical advisor to field staff in area of expertise; evaluate new procedures and technologies; review and approve engineering requirements for land reclamation plans and inspect proposed sites to determine engineering and construction requirements and contractor compliance with federal and state standards. Ensures that all engineering applications, proposals, plans and specifications meet the federal and state requirements; and develops guidelines so that there is uniform application of federal and state requirements. Positions are responsible for the effectiveness of the particular technical services programs over which they are assigned.

Supervision Given: Positions in this class provide general direction to engineers, other professionals, technical, and clerical classes.

Supervision Received: Administrative direction is received from a bureau director or higher leve1 manager. Positions in this class are free to plan, develop and organize all phases of work within very broad program parameters.

Scope: Positions in this class are technical experts for a subject area and have statewide program responsibility. Incumbents plan, develop and oversee programs essential to the mission of the agency.

Impact of Actions: Decisions and actions by persons in this class could have major and direct effects on the environment, public health, and economics of the Commonwealth. The need for absolute technical accuracy and correct decision making is extremely important in order to protect the public health and environment of the state as well as to assure the best use of public and private funds expended in planning, development, construction and operation of environmental facilities.

Personal Contacts: Frequent contacts with other state agencies, out-of-state agencies, federal agencies, local government officials, the general public, private engineering consultants, contractors and equipment manufacturers to discuss projects, materials, plans and federal and state guidelines. Makes presentations to the general public and state groups.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the specific environmental, sanitary, or public health engineering program area including applicable federal and state rules and regulations; working knowledge of budget development and monitoring, and managerial techniques to effectively direct staff projects.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and direct projects, develop long range plans, analyze problems and offer solutions; interpret and apply policies and regulations as related to the specific program area; prepare technical reports in clear, understandable non-technical language; and effectively communicate in order to present facts and negotiate settlements.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major studies in environmental, chemical, civil, sanitary, mechanical engineering or related field.

Level and Type of Experience: Progressively responsible technical experience in specific program area, including supervision of professional staff.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was reviewed and revised in October 1988 as part of the statewide Classification Review/Specification Update Program. This class replaces the Public Health Engineering Technical Services Chief class.
