CLASS CONCEPT/FUNCTION

This is the third class in the Environmental Engineer Series of classes for positions which are responsible for environmental quality, environmental health and sanitary engineering activities, including air and water pollution control, hazardous and solid waste management, soil and water conservation, water supply, land reclamation, and health protection. Positions located in the central office have responsibilities such as: quality control of engineering applications, plans, reports, and specifications review for facilities for the purpose of approval to proceed with construction, and the recommendation for issuance of permits to operate or the provision of consultation to the field staff on the design and operation of facilities. Positions located in the field have such responsibilities as supervision of inspection activities, consultation, supervision of review of permit applications or the issuance of permits or permit modifications. The work affords considerable opportunity for the use of independent judgment within the scope of policies, standards, and specifications established by state and federal governments and involves advanced professional and technical environmental engineering expertise for more complex assignments. This class is distinguished from the Environmental Engineer Senior class by responsibility for supervision of a program area, such as permit review or review of plans and specifications at the state or regional level. This class is distinguished from the Environmental Technical Services Administrator by the latter class having the responsibility for managing a more complex technical program of statewide application.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Positions in this class review and approve or recommend approval of permits, permit applications, and certificates to operate to assure compliance with mandated requirements, policy, and regulations. Supervises review of projects; project review includes review of plans and specifications in order to ensure proper health and safety

measures and engineering practices are met and that they conform to environmental guidelines and regulations. May also oversee reviews done by subordinate staff on engineering plans and reports. Supervises program area dealing with on-site inspections of facilities, such as public water supply systems, pollution abatement facilities, discharge points, facilities under construction, complaint sites, sampling sites, hazardous waste facilities or directs on-site inspections to monitor compliance and review inspection reports. May develop standards of practice and guidelines for program management, as well as short and long-range plans for projects. Coordinates and supervises special investigations and studies, and supervises development of procedure reports; this may include emergency response and organizing teams on short notice. Provides complex technical assistance and policy interpretation to staff for uniformity of compliance. May coordinate enforcement efforts with attorneys, develop evidence in support of regulation violations, and act as expert witness. Positions are responsible for the training of other engineers within the agency and for developing and monitoring such training programs. Expert technical assistance is provided to state and local agencies, industrial officials, consulting engineers, developers, systems’ operators, and public groups through lectures, consultations, presentations, and seminars.

Supervision Given: Positions in this class typically give direction to subordinate engineers, other professionals, inspectors, technical staff, and clerical staff to ensure program continuity and to provide guidance and resolution on more complex assignments or problems.

Supervision Received: General direction is received from a program director, regional director, or Environmental Engineering Technical Service Administrator, or higher level professional. Positions in this class plan and carry out assignments with little supervision.

Scope: Positions in this class are responsible for supervision of sub-elements or

programmatic sections of an environmental control or public health engineering program at state or regional level.

Impact of Actions: Positions in this class are responsible for assuring compliance with environmental engineering practices and regulations affecting all phases of air and water pollution, wastewater and solid waste management, land and water conservation and reclamation, water supply, and public health engineering programs. Decisions and actions at this level have a major and direct effect on the natural environment and public health. Decisions could affect owners or operators of facilities or environmental control systems, or the general public’s health in the vicinity. In some cases, decisions could affect the environment or the public health on a more widespread basis.

Personal Contacts: Frequent contacts, written and oral, with other state and federal agencies, attorneys, private engineering consultants, systems’/facilities’ operators, media, and the general public for such things as policy clarification, implementation of regulations, health and safety measures, and investigations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of environmental engineering practices, principles, and procedures, particularly as applied to air quality, water purification, human and industrial waste disposal, solid waste disposal, pollution control, soil and water conservation and reclamation, environmental health, or public health engineering. Considerable knowledge of federal and state laws, regulations, and practices applied to administration of a program of environmental, public health or sanitary engineering.

Skills: None identified for this class.

Abilities: Demonstrated ability to conduct engineering inspections and surveys, review and critique plans and specifications, prepare technical reports and recommendations; communicate orally and in writing; plan, assign, and supervise work of professional or technical staff; work with and advise public officials, private citizens, and industrial representatives on engineering problems related to environmental work, pollution control work, or public health engineering.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major studies in environmental, chemical, civil, sanitary, mechanical engineering or related field.

Level and Type or Experience: Progressively responsible engineering experience related to the program area.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

CLASS HISTORY

This class was re-titled and redefined in October 1988 as a result of the statewide Classification Review/Specification Update Program. This class replaces the Public Health Engineer C, Water Control Engineer C, and Environmental Engineer Senior classes.
