CLASS CONCEPT/FUNCTION

This is the second class in the Environmental Engineer Series of classes for environmental engineering positions involved in federal and state programs for the prevention, control and alleviation of environmental quality, environmental health and sanitary engineering problems in the areas of air, soil, water, wastewater, marine habitat, land reclamation, or solid, hazardous and nuclear waste and other environmental areas. This class is distinguished from the Environmental Engineer class by its responsibility for more difficult projects, project leader or supervision responsibility. This class is distinguished from the Environmental Engineer Consultant class by the latter's responsibility for a program area, such as permit review or approval, or program management at the state or regional level.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty requiring significant use of Independent judgment in planning work and in making technical decisions. Duties typically include writing regulatory permits and certificates for public water and wastewater treatment systems, landfills, industrial facilities and companies which release pollutants into the air, soil and water; reviewing engineering applications, reports, plans and specifications for publicly and privately owned facilities; conducting inspections of these facilities and recommending enforcement actions; and providing technical assistance to public and private facility operators and the general public.

Supervision Given: Supervision is typically not a factor. May act as a working supervisor providing technical guidance to lower level technicians and engineers.

Supervision Received: Positions in this class usually work under the direction of a higher level engineering manager or an administrative manager and are free to develop work sequence and methods. Work is reviewed for technical correctness.

Scope: Work performed by these individuals affects the quality of the environment and the health of citizens of the Commonwealth.

Impact of Actions: The impact of an error in judgment or a delay in decision making could result in costly corrective procedures and danger to the public's health.

Personal Contacts: Frequent verbal and written contacts with professional consultants and individuals from public and privately owned facilities for the purpose of issuing permits, initiating enforcement actions and providing technical assistance and protection of the public's health and environmental quality. Frequent contact with federal regulatory agencies, local governments and other state agencies and the general public for the purpose of interpreting regulations, providing technical assistance, exchanging information, responding to inquiries and issuing permits.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of engineering practices and principles as they apply to a wide range of environmental and public health issues; federal and state laws and regulations related to the environmental areas of air, water, soil, solid and hazardous waste and any other pertinent areas.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively verbally and in writing; read, interpret and evaluate engineering plans and specifications; solve complex engineering problems including the use of mathematical modeling; and perform field evaluations of environmental facility operations.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with major studies in chemical, civil, mechanical, environmental or sanitary engineering or a related engineering discipline.

Level and Type of Experience: Previous engineering experience in industrial and municipal water, wastewater or waste processes, environmental programs or in a regulatory setting.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was re-titled and redefined in October 1988 as a result of the statewide Classification Review/Specification Update Program. This class replaces the Water Control Engineer B, Public Health Engineer B, Reclamation Engineer, and Air Pollution Control Engineer C classes.
